EDUCATION

Advanced university degree in relevant fields or First University degree with minimum 7 years of experience.

EXPERIENCE

At least 7 years’ of progressively responsible professional experience working in areas related to Procurement.

Experience in working independently with minimum supervision, often in fluid and ambiguous situations will be required.

LANGUAGE

Fluency in both written and spoken English. Knowledge of local languages desirable.

ORGANIZATIONAL CONTEXT

India is one of the largest economies in the world, with a thriving private sector in the food industry. In 2017-18, total food grain production was estimated at 275 million tonnes (MT), about 10% of the global food grains. India is the largest producer (25% of global production) and consumer (27% of world consumption) in the world. India's annual milk production was 165 MT (2017-18), making India the largest producer of milk. India is the second-largest producer of rice, wheat, sugarcane, cotton and groundnuts, as well as the second-largest fruit and vegetable producer, accounting for 10.9% and 8.6% of the world fruit and vegetable production, respectively.

India’s participation in global food trade is 2.2%, in tessellation and WFP’s purchase of processed and raw foods from India in 2021 was nearly 2% in volume and value. There is potential to increase WFP procurement from India, especially in light of the growing food security needs engendered by the Global food crisis.

The dialogue is currently underway with the Government of India to purchase grains for WFP operations globally from the government procurement agencies at a highly subsidised rate. A contract is under negotiation for procurement of 200,000 metric tonne rice. There are strong prospects for WFP to increase its purchase footprint in India and WFP is looking for a consultant to support a review of the public and private sector food industry landscape and carry forward the implementation of the rice procurement contract once it has been signed and finalised – expected by the end of March 2023.

JOB PURPOSE

The incumbent will be required to lead WFP’s exploration of the Indian public and private sector food industry outlook, their ability to meet WFP’s procurement and food safety standards, the ease of access to ports and export process. The incumbent will also be required to support the implementation of the rice procurement from Food Corporation of India and other similar entities with whom procurement contracts are signed by WFP.

KEY ACCOUNTABILITIES (Not all inclusive)

  1. With supervision from India Country Office, liaise with key ministries, chambers of commerce, and similar entities, to identify a potential list of suppliers for WFP, including large exporters in India who can provide Sorghum, Wheat, Rice and Wheat Flour as per regular WFP INCO Terms (FOB, FCA etc.)
  2. Desktop review of the companies that respond, to short-list as per minimum joint requirements for Procurement, Food Safety and Quality and Shipping.
  3. Investigate and come up with the list of specific to India contractual and operational requirements and restrictions.
  4. Joint mission with food technologist to suppliers that are approved in the desktop review.
  5. Support the contract execution of the procurement of rice, starting from early negotiations to signing of the MoU, implementation of the contract and action as the liaison to resolve any potential issues - and lead discussions with relevant units in supply chain, food safety and quality or shipping in HQ and RBB.
  6. Others as required.

COMPETENCY & SKILLS:

  • Excellent interpersonal skills required, including strong professional communication abilities.
  • Good understanding of public procurement policies.
  • Demonstrated ability to carry out work with ministries, preferably in India
