Org. Setting and Reporting The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This position is located in UNEP, Corporate Services Division, Programme Advisory Services Unit, Nairobi duty station.

Under the management and guidance of the Chief, Programme Advisory Services Unit, the incumbent will perform the following duties:

Responsibilities Procurement: - Review, record and prioritize purchasing requests and obtain additional information/documentation as required; provide assistance to requisitioners in preparing scope of work and specification of goods and services; Propose substitutions consistent with requirements to achieve cost savings; Determine the availability of funding sources; - Identify and recommend sources of procurement. - Prepare tender document, e.g., Request for Quotation, Invitation to Bid and Requests for Proposals based on the nature of the requirement and cost of the procurement involved; Prepare Source Selection Plan. - Prepare abstracts of offers, and compile data contained in quotations, bids and proposals to determine which supplier can delivered the required goods/services at the best terms and lowest cost available. - Enter into negotiation of terms and conditions of orders under the supervision of the Chief, Programme Advisory Services Unit; obtain credit and other information on proposed suppliers. - Finalize purchase orders and contracts for approval by the Chief, Programme Advisory Services Unit. - Resolves issues/problems related to delivery of goods and services; Prepare and signs Return to Vendor form for unacceptable and/or damaged goods received. - Research, retrieve and present information from a variety of internal and external sources on sources of supply, vendor by commodity.

General Administration: - Provides guidance, training, and support to other procurement staff at Headquarters and outposted offices. - Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and outposted offices. - Draft a variety of correspondence. - Performs otherrelated duties as assigned.

Education High school diploma or equivalent is required. Additional training in Chartered Institute of Procurement and Supply (CIPS) level 4 or similar certification is required. Supplementary training in supply chain management, especially procurement, administration, human resources, finance/accounting, or related area is desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience Ten (10) years of progressively responsible experience in procurement, administration or related areas, of which preferably three (3) years of experience in the UN common system or in an international public organization is required.

Experience working with an ERP system in the area of purchasing and/or supply chain is required.

Experience with reporting, data analytics and data visualization applications (MS Excel / PowerBI) is desirable.

Experience in organizing and delivering training activities is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
