OBJECTIVES OF THE PROGRAMME

Supporting the procurement of goods and services entails timely and cost-effectiveprovision of medical and non-medical supplies, equipment and services for theimplementation of the country health collaborative programmes as well asemergency operations resulted from epidemic, man-made and/or natural disasters.

DESCRIPTION OF DUTIES

This includes, but not limited to:

1-Review, record and prioritize purchasing requests and obtain additional information/ documentation as required; provide assistance in preparing specifications of goods and services.

2-Prepare adjudication reports with recommendations for decision making and process requests for procurement of goods and services for different technical and emergency programmes, ensure adherence to the standard WHO guidelines on procurement, accuracy of information, completion of required supporting documents and check availability of funds.

3-Create, process and finalize requisitions and contracts, using GSM, for both catalogue and non-catalogue items in an efficient manner, monitor status and ensure accuracy of PO, timely process of requests and delivery of goods andservices.

4-Make purchase order amendments when required, provide justification and upload supporting documents in ECM.

5-Update the required stock piles of essential emergency equipment, e.g.personal deployment material, radios, satellite telephones, IT equipment, etc.

6-Suggest the proper procurement methods, requirements, and potential suppliers.

7-Arrange for the meetings of the Country Procurement Committee by identifying with partners suitable dates, compiling and disseminating necessary background documents related to the cases to be presented.

8-Prepare and review suppliers' performance for supervisor's approval.

9-Regularly maintain and update the suppliers' database including completion of the supplier evaluation forms for all suppliers contracted by WHO office.

10-Generate periodic procurement reports and briefings on the status of all transactions for the review of the supervisor.

11-Initiate correspondence to verify data, answer queries, alert supervisor/technical units of any gaps in the transactions and recommend solutions.

12-Provide advice, guidance or coaching and share information and practises to other staff in the CO and respond to enquiries.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education supplemented by training in procurement/logistics. Desirable: University degree in business administration, social sciences or a related field is an asset.Training in a field related to the work performed.

Experience

Essential: At least eight years' progressive experience in procurement. Good experience in the practical application of price/costs analysis techniques and processes. Desirable: Relevant experience in the UN system.

  • Ability to cope with heavy workload, meet deadlines and work under pressure.
  • Excellent knowledge and experience of procurement procedures of WHO or other UN system organization

Use of Language Skills

Essential: Expert knowledge of English. Expert knowledge of Arabic. Desirable: Intermediate knowledge of French.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 17,723 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
