OBJECTIVES OF THE PROGRAMME

The Division of Business Operations of the WHO Regional Office for the Eastern Mediterranean provides support to various programmes and activities in the region including procurement of goods and services, administrative services, HR management and budget and finance. Procurement of goods and services entails timely and cost effective provision of medical and non-medical supplies, equipment and services for the implementation of the EMR countries’ health collaborative programmes as well as emergency operations resulted from epidemic, man-made and/or natural disasters.

DESCRIPTION OF DUTIES

The incumbent will perfom the following duties: 1. Evaluate, verify and approve the eWorkflow requests for service procurement submitted by all staff from the Regional Office and all WCOs to ensure their compliance with WHO procurement rules and regulations. 2. Develop, review and finalize Requests for Proposals (RFP) in coordination with the requesting unit, publish RFPs processed through the In-tend/ United Nations Global Marketplace (UNGM) for high values and identify the proper procurement method. 3. Manage the eTendering process, solicit bids and proposals from perspective suppliers evaluate, analyze and communicate with bidders through the system, negotiate and make recommendations/selections. 4. Review and validate the procurement, evaluation analysis and selection done by the WCOs and Technical Units to ensure their compliance with the RFP key requirements, evaluation criteria and weighting methodology. 5. Scrutinize the service procurement requisitions in the GSM to verify/validate the selected contractual modality, the deliverables and the payment terms. 6. Participate effectively in the Regional Contract Review Committee meetings, prepare relevant memos and background and submit for the Procurement Officer review 7. Provide guidance to focal points on the right contractual modalities, the required approval/clearances, the needed documentation as well as the procedures through the eWorkflow and GSM and troubleshoot issues related to procurement requisitions in the GSM faced by EMR users. 8. Propose enhancements and modifications to the eWorkflow system. 9. Design, develop and oversee the maintenance of databases and records, to ensure information is accurate, organized, and available for others to access. 10. Ensure compliance with legal and audit contract requirements, for existing and proposed contract agreements Actively contribute in the preparation of reports, statistics extract, analysis or issues and respond to audit queries. 11. Participate in the preparation of training material and conduct training courses on procurement of services in the Regional Office and WCOs.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education supplemented by training in procurement/logistics. Desirable: University degree in business administration, engineering, computer science, or any field related to the work.

Experience

Essential: At least ten years’ experience in procurement services. Desirable: Related experience in UN or international organization.

Skills

▪ Excellent knowledge of best practices of service procurement procedures and guidelines of WHO or other UN-system organization. ▪ Very good knowledge of the eTendering system through the In-tend and publishing tenders through the United Nations Global Marketplace (UNGM). ▪ Ability to work independently, manage and prioritize in difficult and complex situations and especially under pressure. ▪ Proven problem solving and analytical capacity and strong attention to details. ▪ Demonstrated ability to document and communicate, in both verbal and written form, to various levels in the organization including senior management. ▪ Good analytical and organization skills.

Use of Language Skills

Essential: Excellent knowledge of English and Arabic. Desirable: Knowledge of French an asset.

Other Considerations (e.g. Physical Workplace Condition, if other than normal office environment; IT Skills; etc.) • Very good knowledge of Microsoft Office applications. • Ability to operate Enterprise Resource Planning (ERP)/Oracle systems.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at EGP 391,922 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
