The position is assigned to Indonesia Resident Mission (IRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. IRM is responsible for country partnership and strategy, program formulation, policy dialogue and client relationship, business development, knowledge management, project quality assurance, project administration support, economic work, and information dissemination in Indonesia.

Job Purpose

The (Senior) Principal Country Economist is expected to lead the IRM team in providing analyses and assessments of economic developments in Indonesia and contributing to economic, sector, and thematic work for ADB's operations. Together with development partners, the incumbent will provide technical advice to the Government on macroeconomic management and structural reforms, and help organize capacity development, as well as conduct policy dialogue with the Government to implement ADB policy, strategies, and programs. The position will also support the development, processing, and administration of loans and grants, including formulation of policy-based loans, as well as delivery of technical assistance (TA) projects in Indonesia. S/he will provide economic and strategic input to ADB’s Country Partnership and Strategy (CPS) for Indonesia. The incumbent will report to Country Director, IRM and will have a functional reporting line to the Regional Lead Economist on macroeconomic management and country diagnostics, sector and thematic studies, Asian Development Outlook (ADO), and other research and knowledge products. The incumbent will also supervise National and Administrative staff.

Responsibilities

• Leads economic, sector and thematic work to prepare economic/programming and/or macroeconomic management related studies and reports on the economy and related specific issues as required, such as periodic economic reports and timely and proactive briefing materials for ADB Management and Board. • Leads the assessment of macroeconomic, social, and sectoral developments in Indonesia considering ADB’s development of strategies and programs, including policy reforms, institutional improvements, and investment programs. • Provides significant inputs to ADB-wide economic analysis, documents, and publications, including leading the preparation of the Asian Development Outlook (ADO) and ADO Update chapters and other thematic economic reports, as required. • Contributes significantly to the formulation of ADB's CPS and relevant analyses in Indonesia, as well as other operational strategies and programs for the region and country specific operations. Leads relevant analytical work to develop the knowledge base for ADB’s support program in Indonesia, and support monitoring and evaluation of the current CPS. • Identifies key policy issues to be addressed in ADB's policy dialogue and conceptualized recommendations on macroeconomic management and structural reform issues. Leads or conducts the required policy dialogue with senior government officials in Indonesia. • Leads the processing and administration of TA projects. Assists Sectors Groups in the processing and administration of policy-based operations. • Coordinates with other development partners in organizing analytical support for the country, and in the design of appropriate policy-based loans. • Coordinates with relevant staff in IRM, SERD, Sectors Group, Economic Research and Development Impact Department, and other departments to make significant contributions to ADB’s knowledge work in Indonesia. This involves leading the dialogue with government counterparts, knowledge institutions/think tanks, development partners and other stakeholders, as well as ADB staff both in IRM and HQ. • Performs other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

• Master's Degree, or equivalent, in Economics, Public Policy or related fields. Alternatively, university degree in related fields combined with at least 5 years of specialized experience in similar organization/s may be considered in lieu of a Master’s degree. • At least 10 years of relevant professional experience in macroeconomic or sector policy formulation, macroeconomic analysis, project economic and financial analysis, or related area. • International experience working in several countries, including developing countries. • Excellent oral and written communication skills in English. • Please refer to the link for ADB Competency Framework for International Staff Level 5/6.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
