Org. Setting and Reporting This position is located in the Office for Disarmament Affairs (ODA), Geneva Branch. The incumbent reports to the Chief of Service of the Branch.

Responsibilities Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:

Substantive Strategic Policy Development: - Supports the Chief of Service in the drafting, development of the 2022-2025 Branch Strategic Plan for the implementation of substantive disarmament, non-proliferation and arms control and their nexus with the UN’s humanitarian peace and security agendas, frontier technologies and emerging issues, civil society support, and outreach, etc. - Leads the development and implementation of research on issues relevant to disarmament, non-proliferation and arms control. Contributes to the development of a new vision for disarmament within broader peace and security agenda; - Identifies and leads substantive knowledge transfer to branch members and key interlocutors on priority disarmament matters as outlined in strategic plan (non-proliferation weapons of mass destruction, humanitarian disarmament, confidence building and transparency measures, gender and disarmament and emerging technologies).

Support Branch Substantive Management and Administration: - Leads and guides the branch in the provision of substantive and procedural guidance and services to the Presidents and Chairs as well as other elected offices of intergovernmental bodies, treaties special conferences, summits and frameworks based in Geneva. - Supports Chief with day-to-day office management, including administrative oversight related to branch and treaty body budgeting, finance and recruitment procedures. - Prepares analytical reports and papers; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials. - Maintains contacts with other sectors of the UN, other international organizations and governments; briefs representatives and provides, as appropriate suggestions and recommendations related to his/her assigned area of expertise. - Serves as deputy to the Chief of Service and performs other related duties as required.

Competencies PROFESSIONALISM: Knowledge of the work of intergovernmental disarmament bodies, the work of the United Nations and its disarmament machinery, the sustainable development goals (SDGs), the wider disarmament and non-proliferation agenda, including recent technological developments in the field. Ability to communicate on international disarmament with a variety of audiences, including Member States, international organizations and civil society, also by using social media. Ability to manage and coordinate many different levels and participants in conferences and meetings of States. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.

MANAGING PERFORMANCE: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education Advanced university degree (Master’s degree or equivalent) in political science, international relations, international law and/or international humanitarian law, defense or security, public administration or other related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten (10) years of progressively responsible experience in disarmament, non-proliferation, arms control, international security, or related area is required.

A minimum of ten (10) years of experience developing, managing and delivering disarmament, non-proliferation arms control or related international security policies, research and supporting multilateral processes is desirable.

Experience providing substantive support and policy advice including on the advancement of gender equality to senior managers is desirable.

Experience formulating strategic plans or change management processes is desirable.

Experience working with the United Nations and/or other international organization’s administrative, budgetary, financial, and human resources policies and procedures is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
