Org. Setting and Reporting This position is located in Political and Good Governance Section, United Nations Integrated Office in Haiti (BINUH) The afore-mentioned section includes Political, Electoral and Judicial Affairs Teams as well as a Community Violence Reduction – Disarmament Demobilization Reintegration Unit. This position is located in the United Nations Integrated Office in Haiti (BINUH). The United Nations Security Council adopted resolution 2476 (2019) authorizing the mandate of BINUH which is to advise the Government of Haiti in promoting and strengthening political stability and good governance, including the rule of law, preserving and advancing a peaceful and stable environment, including through supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights; and assist the Government of Haiti with its efforts to plan and execute free, fair, and transparent elections; reinforce the capacity of the Haitian National Police (HNP), including through training on human rights and crowd control, to respond to gang violence and sexual and gender-based violence, and to maintain public order; Develop an inclusive approach with all sectors of society to reduce community violence and, in particular, gang violence; Address human rights abuses and violations and comply with international human rights obligations; Improve Penitentiary Administration management and oversight of prison facilities to ensure proper treatment of detainees in accordance with international standards; and strengthen the justice sector, including by adopting and implementing key legislation to promote justice sector reform, improving internal oversight and accountability, particularly as related to corruption, addressing prolonged pretrial detention, and ensuring merit-based judicial appointments and the timely renewal of judicial mandates.

The Senior Political Affairs Officer will be based in Port-au-Prince, Haiti and within delegated authority, the incumbent will report to the Principal Political / Good Governance Officer.

Responsibilities Within the limits of delegated authority, the Senior Political Affairs Officer will be responsible for the following duties: - Plans and implements the operational activities related to the work of the office or mission, including: provide advice on political and governance reforms related to justice, elections and community-violence reduction, , provide substantive backstopping for senior level good offices, engage national stakeholders, including civil society networks on multi-sector dialogue processes , while incorporating a rights-based, conflict prevention, and a gender perspectives into the policy, planning and operational activities of the unit. - Prepares briefing notes and talking points for the Head of Mission and other senior staff through the Head of Section. Provides continuous guidance and advice to the political and good governance team on integrated reporting , including in drafting and editing of formal documents (regular and thematic code cables, Secretary-General reports), preparing political briefings and thematic presentations. - Assists the Head of Section in leading and directing the team activities and work ; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff. Manages, coordinates, organizes and supervises research on a variety of political issues in a the country.. Plans, coordinates and manages programmes, projects and activities requiring mission and/or interagency involvement and participation. - Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Section/Division or mission; coordinates and oversees work of colleagues and unit. - Performs other related duties as required.

Education An advanced university degree (Master's degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field is required. A first-level university degree in combination with two (2) years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in political science, international relations, law, economics, development management, conflict resolution, public affairs or related area is required.

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international or non-governmental organization- in a conflict or post-conflict setting is required.

Experience working to support political processes, including regarding issues related to dialogue processes, election and rule of law, is desirable.

Demonstrated experience in managing integrated and consultative reporting processes, including using Microsoft 365, is desirable.

Languages English and French are the two working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required.
