Org. Setting and Reporting This position is located within the United Nations Mission to support the Hudaydah Agreement (UNMHA) and will be based in Hodeida, Yemen. The Senior Political Affairs Officer reports to the UNMHA Head of Mission .

UNMHA was established by Security Council resolution 2452 (2019) and is mandated to support the implementation of the Agreement on the City of Hudaydah and Ports of Hudaydah, Salif and Ras Issa as set out in the Stockholm Agreement.

Responsibilities Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:

•Heads and supervises a team of political affairs officers in Hudaydah, Sana’a and Aden and oversee their work in terms of analysis, reporting and political follow-up. •Provides analysis of the political situation in Yemen and the region, maintains relationships with key political and civil society actors and keeps senior leadership abreast of political issues as they relate to UNMHA's mandate. •Contributes to the planning and implementation of the operational activities related to the work of the mission, the political aspects of the implementation of the Hudaydah agreement, and related initiatives such as redeployment, demining, humanitarian access and civil society support work, and follows political developments related to the implementation of the remainder of the Stockholm Agreement as they related to the mandate of the mission; •Collaborates closely with the Office of the Special Envoy for Yemen to align political objectives of the mission and ensure mid-level coordination of engagement with political actors; •Incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit. •Prepares code cables, briefing notes, analyses and talking points for the Head of the Mission, Deputy Head of Mission and other senior staff. •Provides continuous political guidance and advice to the Head of mission, on the ongoing negotiations at the national level in collaboration with OSESGY. •Responds to/prepares responses to comments, statements, and queries of parties and prepares documents and strategies for negotiations related to UNMHA’s mandate. •Develops and maintains relations with senior government officials and advises them on issues and policies of mutual concern. •Leads and directs the political team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs. •Manages, coordinates, organizes and supervises research on a variety of political issues in Yemen and the region; •Advises on and participates in the meetings of the Redeployment Coordination Committee to the provisions of the mandate as they pertain to the mandate of the mission; •Plans, coordinates and manages programmes, projects and activities requiring mission and/or interagency involvement and participation. •Represents division/office/mission at round tables, seminars and conferences. •Works closely with the Public Information and communication team to formulate message and articles; •Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Section/Division or mission; coordinates and oversees work of colleagues and unit. •Performs other related duties as required.

Education Advanced university degree (Master's degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience working in the United Nations common system field operations (inclusive of peacekeeping, political missions and UN agencies, funds and programmes) – or similar international organization or non-governmental organization or national government – in a conflict setting is required. At least five years of experience in analysis, political advice and reporting as well as in coordinating multi-stakeholder processes is desirable. Experience in Yemen is desirable. Experience in negotiations in the Middle East or in mediation efforts by an international organization is highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Arabic is required.
