Org. Setting and Reporting This position is located in the United Nations Resident Coordinator’s office in Ouagadougou, Burkina Faso. The Senior Political Affairs Officer will report to the Department of Political and Peacebuilding Affairs (DPPA), under the general guidance of the Resident Coordinator (RC). The Senior Political Affairs Officer will undertake political analysis, in addition to leading the implementation and monitoring of the Sustaining Peace Strategy in Burkina Faso.

Responsibilities Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:

  • Formulates strategies; develops a vision or direction for work; proposes policy directives and plan of action for immediate and long-range solutions to political and programmatic problems in general and in specific geographical areas; identifies emerging issues pertaining to the mandates of DPPA; analyses implications and makes recommendations on possible strategies and measures.

  • Plans and implements the operational activities related to the work of DPPA, i.e.,conflict prevention and resolution, political and governance institution-building, civil society support work, etc.; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit.

  • Plans, coordinates and manages programmes, projects and activities requiring interdepartmental and/or interagency involvement and participation.

  • Leads the design and implementation of a system for monitoring and reporting progress on the Sustaining Peace Initiative and provides recommendations to DPPA on adjustments to the strategy, as necessary;

  • Coordinates the development of UN position papers and key messages for joint UN advocacy in areas that may call for a coordinated response.

  • Designs conflict prevention initiatives; advises on and participates in the negotiation to establish operations and develops guidelines, terms of reference and operational plans and time frames for new operations. Lead the preparation of analytical notes, background documents and political updates for DPPA as requested.

  • Acts as coordinator for complex coordination and support missions.

  • Manages, coordinates, organizes and supervises research on a variety of political issues in Burkina Faso.

  • Represents the UN at round tables, seminars and conferences.

  • Responds to/prepares responses to comments, statements, queries of parties and manages operations involving several components, including civilian, military and humanitarian operations.

  • Formulates the programme of work, budget and medium-term plan for DPPA’s work in the country and participates in the overall approval of the programme of work, and administrative matters concerning the Sustaining Peace Strategy.

  • Supports the RC and UNCT in engaging bilateral and multilateral donors, including for resource mobilization, and to direct the initiation and development of related preparatory and follow-up action;

  • Develops and maintains relations with senior government officials and advises them on issues and policies of mutual concern.

  • Performs other related duties as required.

    Education Advanced university degree (Master’s degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in the fields of political analysis, facilitation and support to good offices, policy development at the strategic level, as well as experience advising senior officials at the international level and facilitating and coordinating multi-stakeholder planning processes in peace consolidation settings is required. Experience working on or in the Sahel is required. Minimum one year of field experience is desirable. Experience in project development and management is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
