The Joint IDP Profiling Service (JIPS), hosted by the Danish Refugee Council Representation Office in Geneva, Switzerland, is currently looking for a highly qualified Senior Policy Advisor.

About the job

JIPS is an interagency service set up in 2009 and dedicated to bringing governments, displaced persons, host communities and national and international actors together to collaborate towards durable solutions for internal displacement. JIPS is a globally recognized neutral broker that supports collaborative and responsible approaches to data collection and use in internal displacement contexts, with a particular focus on developing national capacities.

This is done through technical and collaboration support to field partners, by providing quality guidance and hands-on tools, and by advancing global discourse towards sound global action and standards. JIPS is overseen by an Executive Committee comprised of the Danish Refugee Council (DRC), the UN High Commissioner for Refugees (UNHCR), the UN Development Programme (UNDP), the UN Office for Humanitarian Affairs (OCHA), the Internal Displacement Monitoring Centre (IDMC), the Norwegian Refugee Council (NRC), and the Office of the Special Rapporteur on the human rights of IDPs.

JIPS is a dynamic team that prioritises innovation, partnership, and professional development. It functions according to a set of principles that guide both the content and approach to its work being collaborative, human-centred, complementary, ethical, and transparent.

Under the Global Strategic Plan 2022-2025, UNDP will scale up its support to and engagement in internal displacement settings through working with governments and communities in the most affected countries to create developmental pathways to solutions for displaced populations and the communities that host them, in partnership with humanitarian, development, peace and political actors – and here in particular through its contribution to JIPS through its inter-agency Executive Committee. Addressing internal displacement is fundamental to the 2030 Agenda of leaving no one behind.

Under the supervision of the JIPS Coordinator and the UNDP Policy Advisor on Forced Displacement and under the overall guidance of JIPS’ Executive Committee, the Senior Policy Advisor will provide thought leadership on policy level discussions with a specific focus on Solutions and development approaches to Solutions, as part of JIPS’ 2021-2023 Strategy and on a horizon 2023-2028 and UNDP’s commitment to invest in robust data and evidence. S/he will further provide policy support to JIPS’ regionalisation process and the provision of capacity support to the United Nations (UN) Resident Coordinator System. The Senior Policy Advisor will work in support of the JIPS’ Heads of Units as part of the JIPS Management Team.

Concretely s/he will:

Solutions Policy Research for Enhanced Evidence for Solutions

  • Develop and record a set of best practices on policy level on nationally owned Solutions to displacement, in collaboration with JIPS’ Executive Committee members and with relevant UNDP Data Futures Teams, UNDP Regional and country level teams as relevant
  • Explore, conceptualise, and lead on research initiatives to support an increased capacity of development actors including UNDP to help national and local governments design, measure, implement and invest in Solutions to Internal Displacement.
  • Identify key areas of research and support the enhancement of conceptual and methodological areas of solutions in internal displacement settings
  • Explore critical gaps in Solutions analysis and development dimensions, and generate innovative research and analysis on key topics such as Collective Intelligence, Social Cohesion and Integration, Measurement of Progress on Solutions, and Predictive Analytics on Solutions
  • Contribute to a body of knowledge and practice on strengthening the linkage between Solutions Data and the SDG Indicator Framework
  • Contribute substantively to knowledge generation and management, including through joint JIPS/UNDP initiatives such as a series of Dialogue on Data for Solutions, the JIPS Durable Solutions Learning Community as well as through regional and global level events.

Partnerships, Advocacy and Resource Mobilization

  • Ensure JIPS’ proof-of-concept and lessons learned are fed into relevant policy processes including the UNSG Action Agenda Steering Group, the mandate of the UNSG Special Advisor on Solutions, the United Nations Resident Coordinator System etc.
  • Strengthen strategic partnerships with UN entities and Funds as well as other relevant organizations (bilateral, multilateral, academia, private sector and CSOs)
  • Support engagement with partners and in resource mobilization, including through preparation of funding proposals, donor briefings, timely corporate and donor reporting, advocacy, and information-sharing requirements.
  • Advocate for policy and positioning of solutions to internal displacement with key UN Member States and in various fora and through programme efforts, as well as with academia, civil society, and the private sector.
  • Engage with key stakeholders on global and regional level with the aim to advance a strategic implementation of Solutions.

Capacity Building and Programme Support

  • Support and facilitate initiatives enabling a conducive policy and regulatory environment and the right capacity of national statistical offices to design, collect and analyse data for solutions to internal displacement.
  • Contribute to JIPS’ Collaborative Leadership for Solutions programme by supporting the refinement of tools and guidance on Solutions analysis, Solutions programming, Solutions monitoring and Solutions financing – to support early engagement of development actors and provide technical support and training to Regional Hubs, COs and Advisors/Specialists on Solutions, Human Mobility and HDP-Nexus on development solutions data and evidence
  • Build partnerships with key development actors including UNDP in designing participatory solutions-mapping approaches to identify successful development solutions at local, regional, and global levels.
  • Support the implementation and refinement of approaches to Solutions in line with JIPS’ unique role as a neutral broker not only between HDPN-actors but also with regards to whole-of-government and whole-of-society approaches
  • Support development actors in their efforts to systematize solutions data analytics, displacement profiling and policy.

KEY STAKEHOLDERS

  • Internal: JIPS team members, JIPS Executive Committee, UNDP Human Mobility Team, Crisis Bureau, Bureau for Policy, and Programme Support (Global Policy Network) and Regional Bureaus.
  • External: profiling partners, relevant key stakeholders at the national and regional levels, partners from global initiatives, as well as external service providers (such as local data collection partners, designers, editors, video producers, etc.)

About you

EDUCATION

  • Advanced university degree (Master’s degree or equivalent) in one of the following: Social Sciences, Humanitarian/Development studies, Development Economics; Development Studies; Socio-economic Development; International Relations; Political Science; Law or other relevant field.
  • A first-level university degree in combination with sufficient additional years of qualifying experience may be accepted in lieu of the advanced university degree.

EXPERIENCE

  • 7-10 years of relevant work experience (of which min. 2 years in field operations) demonstrating most or all of the following:
  • Experience in a large international development institution in a relevant position
  • Experience developing project plans and overseeing their implementation, including project design, resourcing, and monitoring
  • Experience with statistical and social research methods and/or information and knowledge management; familiarity with social science methods and the design of primary data collection methodologies a plus
  • Experience working on forced migration and specifically internal displacement issues in humanitarian and/or development contexts
  • Experience working
  • Experience working with national- and/or local-level Government counterparts
  • Demonstrated experience in strategic thinking, partnership development and management, innovation, capacity development and coordination.

We offer

Contract length: 12 months with the possibility of extension

Band: F

Start date: 1st October 2022

Salary and conditions will be in accordance with Danish Refugee Council’s Geneva Representation Terms of Employment.

This position will be placed at Employment Band – F non-management of the DRC Geneva salary scale with a monthly gross salary of approximately 10,000 CHF. From this amount the candidate will contribute to social security, income tax and mandatory health insurance. DRC does not pay any additional allowances (schooling, housing etc.). DRC will issue an international contract with conditions in line with the ‘Deployment Agreement between Danish Refugee Council and the Office of the United Nations High Commissioner for Refugees’ (signed on the 4th October 2016).
