Position Description

Purpose of the Position:

The purpose of this position is to provide IT support to the Operational Resilience Team which ensures operational continuity of ADB (Asian Development Bank) IT services. The selected candidate will work in close collaboration with the IT Operational Resilience Team in Valencia, Spain and with the ADB IT teams in Manila, Philippines.

Objectives of the Programme:

The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Head, Customer IT Resilience Team (OPBR) and Chief, Business Solutions Section (OPB) within the Operations Division (OP) and in close collaboration with the ADB IT technical teams. The incumbent could be requested to do any others tasks of similar level in related fields.

The incumbent will perform the following duties and responsibilities:

Production Support

  • Provide production support for the administration of ADB across various environments:
  • Windows server environments
  • VMware environments
  • Backup and restore operations
  • Azure cloud infrastructure
  • Administer Windows server environments, including Windows Server 2016 R2, 2019, and the latest operating systems
  • Handle Active Directory, DNS, DHCP, and domain services to ensure optimal performance and security
  • Perform VMware administration tasks, including virtual machine management, performance monitoring, and troubleshooting
  • Oversee and support file services and shares, ensuring proper access controls, security, and efficient data storage
  • Administer Azure cloud infrastructure, including server, storage, and network administration
  • Oversee and support Remote Desktop Services (RDS) and Azure Virtual Desktops to facilitate remote access for users
  • Perform server backups and restore operations, utilizing skills in tools such as NetBackup or similar solutions
  • Administer Azure networking, blob storage, file services, and storage accounts to maintain a reliable and efficient infrastructure
  • Propose improvements of the operations by using automations and scripting

Troubleshooting and Incident Management:

  • Troubleshoot technical issues, adhering to ITIL best practices
  • Support incident and problem management, including participation in governance processes, such as the Change Advisory Board (CAB)

Lifecycle Maintenance:

  • Support the full lifecycle maintenance of relevant equipment and processes within the domain

Monitoring and Anomaly Detection:

  • Monitor the systems for anomalies and escalate as necessary, ensuring system stability and security

Project Support:

  • Act as a technical member providing support for various projects within the IT landscape

Disaster Recovery and Business Continuity:

  • Contribute to the design, development, and maintenance of disaster recovery procedures
  • Under guidance, incorporate changes approved by the CAB into the procedures
  • Participate in the execution of recovery procedures and provide post-recovery support as needed

Recruitment Profile

Experience and Skills required:

Essential:

  • At least eight (8) years of relevant hands-on experience in Windows server administration, management, and support
  • Strong experience in Windows Server 2016 R2, 2019, and the latest operating systems
  • Proficiency in Active Directory, DNS, DHCP, and domain services administration
  • Hands-on experience with VMware technologies and administration, including virtual machine management and troubleshooting
  • Familiarity with file services and shares management in Windows server environments
  • Knowledge of Remote Desktop Services (RDS) and Azure Virtual Desktops administration
  • Experience in server backups and restore operations, ideally with skills in NetBackup or similar solutions
  • Experience in creating and maintaining technical procedures and best practices

Desirable:

  • Previous experience in Azure cloud administration for server, storage, and network components
  • Proficiency in Azure networking, blob storage, file services, and storage accounts administration
  • Proven experience in disaster recovery solutions and experience with failover technologies
  • Experience in automation and scripting by using different technologies such as Powershell, Ansible, Terraform and Pyhon etc.

Education:

Essential:

  • Successful completion of secondary school education or its equivalent, supplemented by specialized training in IT
  • Knowledge/certification in Windows and VMware technologies

Desirable:

  • Familiarity with ITIL best practices
  • Knowledge/certification in Backup and Storage technologies
  • Knowledge/certification in cloud computing technology (Azure)
  • Familiarity with business continuity framework

Languages:

  • English: Expert knowledge is required
  • Knowledge of the local language of the Duty Station is an advantage

Eligibility:

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Compensation:

Annual Salary Estimation (net of tax at single rate):

  • Valencia: EUR 44,839
