Job Description

BACKGROUND

Over the past 80 years, the International Rescue Committee (IRC) has developed expertise in responding to emergencies and helping uprooted communities to rebuild. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.

The International Rescue Committee UK is part of the IRC global network, which has its headquarters in New York and London. The Awards Management Unit (AMU)

Established in January 2016, the Awards Management Unit (AMU) is a global unit with staff based in Bonn, Berlin, New York, London, Nairobi, and Amman. It has responsibility for identifying, securing, and managing all funding from statutory/government donors. The unit is organized into five pillars: Strategic Partnerships, Business Development, Compliance and Policy, Program and Grants Support, and Training.

The AMU is a bridge between donors and the field: providing expert technical advice to the field, while maintaining portfolio-level visibility to ensure consistency and compliance and manage risk. This unit ensures that donor compliance policies and procedures are implemented consistently and supports all staff working across the grants management cycle for all restricted funding from global government sources. The unit operates within a matrix management system across teams in Germany, the US and the UK, driving functional integration between all relevant units and staff.

Purpose of role

The Senior Partnership Learning Specialist will play a pivotal role in driving and facilitating on country, regional and global levels the organizational change process associated with the S100 partnership ambition whenever we plan programming, and ‘partnering as equals.’ Specifically, the role will promote and support learning of country, regional and HQ employees with respect to:

· the Strategy100 partnership ambition

· the PEER System and IRC’s partnership principles

· their role in the PEER system and delivering the partnership ambition

Key working relationships (internal and external)

· Reports to Training and Curriculum Development Director

· Management in Partnership with the Partnerships Director

· Close working relationship with other members of the AMU Training and Curriculum Development and the Global Partnerships team

· Colleagues (predominantly AMU but not exclusively) involved in curriculum development, course facilitation and training events

· Colleagues in CRRD & RAI who are leading on partnerships in their teams

KEY ACCOUNTABILITIES

Facilitate a change in mindset

In coordination with Partnerships Director and the Partnership team,

· Promote a mindset shift toward ‘why not partner’ across all levels of the organization, and towards more system thinking (rather than a project-based approach)

· Support SMTs to foster the change in culture and mindset required to achieve their partnership ambitions

Training development and delivery

PEERS and partnership in the IRC

· Develop the partnership training curricula to meet distinct roles, for example country teams, country SMTs, EHAU, RAI etc.

· Lead the delivery of the partnership training programs, both online and in person, both the 5-day course as well as the 2-hour webinars.

· Lead the delivery of partnership training of trainer programs, supporting country and regional teams to develop the capacity to address their own training needs

· Together with partnership advisors, support country and regional trainers to deliver the partnership training

Facilitate learning

To embed partnership learning by:

· Identifying and develop learning opportunities across countries and regions

· Identify mechanisms for sharing learning between IRC and partners

· Identify gaps and areas in partnership management in coordination with partnership regional advisors and coordinators, and partners, and develop learning plans to overcome them.

· Facilitate regional communities of practice to support peer to peer learning

· Contribute to the adaption of the PEERS handbook to accommodate for different learning styles

Coaching

Support partnerships staff to champion partnerships by:

· Facilitate the recruitment of partnership staff with the right competencies.

· Support and coach partnership roles (Coordinators, advisors) to function as strategic change agents within their teams, including by promoting systems thinking

· Bridge the gap between the theory and practice through close mentoring, coaching and peer to peer learning.

PERSON SPECIFICATION

Skills, Knowledge and Qualifications

Essential

· Demonstrated commitment to locally led response and recovery.

· Experience using PEERS in practice in IRC.

· Training delivery experience both face to face and through online platforms.

· Self-starter with good judgment and the ability to juggle different priorities and multiple requests from different stakeholders.

· Must be a skilled communicator. Must have strong interpersonal skills to interact confidently and effectively with all levels of internal and external stakeholders, virtually and physically.

· A positive and collaborative approach with an ability to work calmly through challenging situations.

· Highly computer literate and good understanding of Microsoft Output, Word, Excel, and PowerPoint.

Experience

· Hands on experience of working alongside local partners using PEERS in IRC.

· Delivered online training.

· Delivered face to face training.

· At least 6-8 years’ experience of working in a complex and fast paced international organization.

Desirable

· Knowledge and proven experience of project management.

· French, Arabic and/or Spanish highly desirable.
