You have:
- BA degree or equivalent in Accounting, Finance, or related field.
- Approximately 4-5 years of relevant work experience in Partnership, Audit, Sub grant monitoring, financial management.
- Experienced in accounting policies and standards.
- Computer literate with significant experience in MS. Office.
- Excellent skill with MS. Excel is a must.
- Ability to conduct review and audit remotely.
- Previous experience with International NGOs and/or USAID/OFDA, DFID, ECHO, GAC, UNs, GFFO projects is highly desirable.
- Familiarity with the Syrian context and dealing with Syrian partners is highly desirable.
- Effective communication skills, both written and verbal.
- Strong supervisory skills.
- Ability to prioritize among multiple tasks and make decisions.
- Willing to travel within the region.
- Turkish and English are required, Arabic is desired.
- Travel: 20% to field sites as well as attending regional and global workshops and meetings when required.
Job Description
The Senior Partnership Finance Officer is a position supporting- Partnerships Department. With the overall objective of achieving high quality programming, the main goal of this position is to ensure effective review of partner finance reports and documentation as well as provide support to partner finance staff. The Senior Partnership Finance Officer will support in preparing of IRC internal reports and analysis, payment requests and monitoring of partner financial and accounting systems.
Major Responsibilities: ---------------------------
Financial Management
- Lead all aspects of an effective verification process to partners’ financial reports and supporting documents to ensure compliance with the partnership agreement, donor regulations and IRC policy, providing feedback to partners as necessary and flagging any compliance and financial management issues to IRC management. - Ensure high collaboration with IRC program staff by having a system of mutual sharing and review of partners reports and updates. - Ensure completeness, correctness and accuracy of financial reports according PEER system, IRC policies and donors’ regulations. - Review and prepare partner cash requests from HQ, ensure a tracking system and matching of advance payments and expenses reported. - Provide support to the management by supervising all partner budgets and financial reporting deliverables, advise Senior Partnerships Finance manager and the Program focal points of any potential issues with spending and financial reporting. - Support the preparation of internal finance reporting - Liaise with the Senior Partnerships Finance Manager with regards to any financial reconciliation or payment request as necessary. - Maintain the bookkeeping and files related to all the sub-awards hard copies and soft-copies, filing all sub award financial records and makes it available for management, internal /external audit, and review. - Ensure that all finance documents are timely/properly field and archived as per partnership system filing system - Advise the Senior Partnership Finance Manager of any reporting issue to ensure that all partners’ expenses are compliant with IRC and Donors requirements. - Support the Senior Partnerships Finance Manager to ensure effective partnership finance management, including the timely payments to partners in accordance with partnership agreements, and timely action to resolve any challenges with financial management. - Monitor partners’ BvA and spending, in collaboration with program focal point, and proactively work with partners to agree steps to address any issues identified in their spending. - Support the Senior Partnerships Finance Manager in review partners budgets and surge in budget revision process too when needed.
Program Support & Capacity Strengthening ------------------------------------------------
- Provide support in preparation and conduct of financial trainings for partner organizations. - Liaise with partner organizations on regular basis to provide program support in areas of finance. - Liaise with IRC programs to ensure the consistency between partners’ narrative reports and financial reports. - Provide support to the Partnerships Finance officers/ Assistants and IRC program colleagues on PEERS requirements and procedures.
Monitoring --------------
- Lead/Participate financial and general compliance monitoring visits to partner organizations’ offices when needed. - Support in the drafting of financial and compliance monitoring reports and response plans after each monitoring visit when needed.

- Any other duties as assigned by the Senior Partnerships Finance Manager
Qualifications

Office. - Knowledge in budgeting review process and budget revision. - Previous experience with International NGOs and/or USAID/OFDA, DFID, ECHO, GAC, UNs, GFFO projects is highly desirable - Familiarity with the Syrian context and sealing with Syrian partners is highly desirable. - Effective communication skills, both written and verbal - Strong supervisory skills - Well organized and very good standout colleague - Excellent skill with MS. Excel is a must. - Ability to prioritize among multiple tasks and make decisions. - Willing to travel within the region.
