Salary - 27.560,00 MDL brut

Languages – English/Romanian/Russian

Position Overview:

The Senior Project Officer (SPO)/Junior Project Manager (JPM) is responsible for overall project support including assistance to project administration, procurement, coordination of project events and activities, monitoring and evaluation, reporting, and other on demand tasks of the Country Programme.

The SPO/JPM will work under the supervision of Programme Manager and Head of Programmes and acts as one of the main points of contact for the donor, project partners, and other project stakeholders in Moldova. Some on demand tasks can be assigned by other Project Managers (particularly civil society development) or senior Country Programme management.

The successful candidate will be able to work without direct supervision, pay attention to details, and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking, and problem solving.

Duties & Responsibilities:

- Coordinate the logistics of particular program activities and administration of project documentation;

- Contribute to the organizational tasks related to capacity building of the organizations supported by the project;

- Communicate regularly with the participants of the project and with experts and trainers employed within the project;

- Coordinate all day-to-day programmatic and operational activities of the project, ensure close coordination of project activities with other PIN departments and project stakeholders.

- Drafting project documents including Terms of Reference, official letters, reports etc.;

- Participate in the development of concepts and implementation of various events and activities undertaken by the project;

- In cooperation with Project Manager review narrative reports submitted by grantees;

- In cooperation with Project Manager compile country reports on the implementation of the project;

- In cooperation with Monitoring and Evaluation Officer be responsible for compiling indicator tracking tables and other related tasks;

- In cooperation with Project Manager and MEAL Department, perform monitoring visits to partner CSOs in the field and compile monitoring reports;

- To assist the Project Manager with external communication of the project components;

- Follow PIN policies, procedures, and donor requirements in the implementation of all activities;

- ELO – all project specific files/contracts, associated to technical specifications related to the nature of the project activities are under the responsibility of the Project Officer and Grant Manager (Preparing Contracts/If needed, Uploading in ELO)

- Keep project documentation (hard copies and on ELO) and work with finance and logistics staff to ensure all project procurements and contracts follow PIN and donor procedures.

- Perform other duties that are essential for the quality implementation of activities.

Requirements:

- Minimum 2 years of experience in project administration and coordination, ideally with a focus on civil society development programs.

- Knowledge of Moldovan civil society (knowledge in the field of human rights is a strong asset).

- Understanding of and experience in the use of monitoring and evaluation tools is a strong asset.

- Good knowledge of office administration processes, procurement, and techniques.

- A university degree in a relevant field.

- Proven communication and negotiation skills

- Ability to plan own work and manage conflicting priorities.

- Good communication (spoken and written) skills, including ability to explain and present complex information and prepare written documents/communications in a clear, concise style.

- Demonstrated experience with MS Office suite applications, particularly with Outlook, Word, Excel, and PowerPoint, social media skills represent an advantage.

- Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

- Fluency in English, Romanian, and Russian.
