Job Description

The primary responsibilities of Nutrition manager is to oversee implementation of project activities in which aims to lower under-5 mortality rate in NBEG and Lakes states. S/he is responsible in the implementation of treatment of Malnutrition. Ensuring adherence to the current SAM protocols in the Stabilization Centre, OTP/TSFPs. Plan and coordinate community mobilization and health and nutrition education activities, Ensure quality supervision of diagnostic and treatment services and community level implementation of the nutrition program.

Key Responsibilities

1. Technical Support & Management:

• Conduct nutritional surveillance in the country based on agreed South Sudan methodologies including surveys, process monitoring, SMART, LQAS, SQUEAC and other rapid methods.

• Support comprehensive nutrition services in Panthou PHCC

• Conduct nutrition Assessment using rapid methods in emergency situation

• Coordinate with other IRC departments and implementing partners to develop training curricula and implementation plans.

• Prepare and conduct quarterly program performance reviews in cooperation with the Nutrition Coordinator and M&E team

• Guide and give support to assess the nutrition training needs of IRC Staff as well

• Realign program to ensure equitable distribution of Home Health Promoters and their services- prioritizing under served and hard to reach locations within the state.

• Work with M&E team to ensure accuracy and quality of data collected from all Home Health Promoters (HHPs) on a monthly basis

• Conduct monthly data analysis and take action as appropriate

• Utilize and actively monitor stock data and take appropriate actions to redistribute stock across field offices within the state.

• Work with the M&E team to submit up to date and complete database to Nutrition Coordinator each month.

• Make follow up and take action on data quality issues identified by the M&E team on monthly basis.

• Supervise and coordinate the implementation and monitoring of nutrition project activities in line with proposal targets and work plan timelines.

• Quarterly Donor Reporting- CHF, UNICEF, USAID/OFDA, SIDA,ECHO and WFP

• Ensure appropriate implementation of targeted supplementary feeding programme (TSFP) for children 6- 59 months and PLWs .

• Assist in response and management of any nutrition emergencies e.g. acute food shortages in the camp and participate in the development of disaster preparedness systems.

• Participate actively in execution of operational research in the Aweil East State.

• Plan and actively involve the community in marking recognized nutrition related days.

• Coordinate with UNICEF, WFP other implementing partners and health facilities.

• Oversee continuous training programs for the nutrition staff as well as organizing trainings with consultants as per the annual work-plan & budget

• Review personnel issues and concerns of nutrition staff and assist with determining and implementing solutions

• Plan and manage all program activities in the state of operation, submit work plans and other planning and reporting tools to the Nutrition Coordinator and Field Coordinator as necessary

• Provide monthly updates on activity progress to the Field Coordinator and Nutrition coordinator clearly showing achievements against planned activities.

• Submit weekly Sitrep to the Field Coordinator detailing the key events for the week and the plan for the coming week.

• Work with the Nutrition Coordinator and other internal and external partners to develop a strategy aimed at integrating the Community Based Treatment into the existing primary healthcare program.

• Work closely with the M&E team to conduct quality of care assessments to improve quality of services provided at the community level.

• Recommend promotions, disciplinary action of nutrition staff to the Field Coordinator.

• Work with the supply chain team to develop accurate and timely quarterly nutrition orders

• Closely monitor and make sure nutrition performance indicators are within the recommended sphere standards.

• Attend meetings concerning nutrition program issues.

• Attend all health and nutrition coordination meetings and management meetings in the field.

• Prepare spending plans for the program based on the available budget.

• Ensure adherence to the nutrition program budget by reviewing expenditure

• Provide recommendations and interventions to correct any identified deviations that impact on budget adherence

2. Coordination & Representation

• Ensure program activities comply with Ministry of Health (GOSS) CMAM guidelines.

• In collaboration with Nutrition Coordinator, ensure that the local authorities and particularly the County Health Department is involved in the planning, implementation and monitoring of nutrition activities.

• Liaise with key partners including County Health Departments, local leaders, NGO partners, and other stakeholders (as necessary) to ensure good links between nutrition and other sectors

3. Systems Compliance and Improvement

• IRC Southern Sudan specific finance, logistics, IT, security, communications and human resource/administration policies and procedures.

• Any new procedures and guidelines designated in circulars from Deputy Country Representative and DDO.

4. Policy compliance – Mandatory Reporting Policy (MRP)

• Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to the Country Director. The reporting of violations is an obligation on the part of all staff members.

• Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers

• Play a key role in planning and rolling out training of and adherence to MRP in coordination with the MRP focal team/person within the country program.

5. Confidentiality

• Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.

Job Qualifications

• Master’s degree in the following: Nutrition and Dietetics, Public Health, Medical Doctor with good experience in Nutrition/Health experience of working with health and nutrition service delivery that handles referrals, experience of managing staff.

• Working experience of at least 5 years and at least two years hands on field experience in nutrition program including work in CMAM program.

• Should be able to work with minimal supervision

• Should be able to plan his/her work daily

• Excellent reporting skills

• Ability to work in a remote area

• Should be a team player

• Should have good communication skills

• Should be flexible

Functional skills and knowledge:

• Remains productive when under pressure.

• Demonstrates a systematic and efficient approach to work.

• Works collaboratively with team members to achieve results.

• Relates and works well with people of different cultures, gender and backgrounds.

• Fluency in English.

• Computer knowledge is essential

Working environment

Security level: Yellow. The situation in the country is generally calm but can be tense and unpredictable; concerns include criminality, presence of armed troops, and looting.
