Objective of the programme

WHO has a vital role in providing guidance to countries in their response to COVID-19 pandemic. Using a grant from Bill and Melinda Gate’s Foundation, WHO’s Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) department, will work in close collaboration with the MoH to provide support to contextualize and implement guidance to maintain essential health service delivery for maternal, newborn, children, adolescents and older adults (MNCAA), minimizing the potential negative impact on their health. WHO will facilitate policy dialogues within countries to plan how to sustain routine MNCAAH preventive and curative services in the face of COVID-19 that also support more resilient health systems in the long run. WHO will use routine HMIS data of possible impact of COVID on decline in service coverage to assist in policy dialogue. WHO will also support countries to document actions taken, lessons learned, stakeholders’ perspectives and impact of these actions, and share them with countries within and across regions.

Description of duties:

Under the overall supervision of the Deputy WR and direct supervision of the NPO RMNCAH the Senior National Consultant will work with MOH and TWG responsible for MNCAH and ageing (if it exists). If RMNCAH TWG is not functional, he/she will support WHO country office to assist MOH for functioning this committee.

  1. Policy dialogue
  • Support the national TWG/s to continue ongoing review of information related to mitigating the effect of COVID-19 on the provision and use of MNCAAH including promote the use of information (related to strategies undertaken, data from HMIS and research, input from key stakeholders) for decision making.
  • Help TWG identify technical assistance needs and convey to WCO.
  1. Liaise and coordinate with key stakeholders
  • Support RMNCAH unit in WCO and MOH through TWG or other mechanisms to coordinate with HMIS, logistics, human resources, vaccine programme/immunizations, service delivery and finance divisions of MOH to develop strategies or innovations to ensure improved and accelerated coverage of MNCAAH services.
  • Facilitate dialogue with the TWG and key implementation partners to pre-empt possible gaps in the provision and use of MNCAAH services created during the roll out of the COVID-19 vaccines
  • Promote the MOH/TWG working closely with a diverse mix of national and international partners to respond to MNCAH and ageing population needs throughout the pandemic.
  • Support WHO country office focal points for MNCAH, human resources, health system and research to identify aspects of the MNCAAH services that require coordination of the actions between MNCAAH and health system actors within the MOH, particularly those working on health service delivery, health workforce and the vaccine programme, to ensure that MNCAAH is better integrated into decision-making structures and processes related to the pandemic as well as for building back better.
  • Link the WHO country office and WHO -supported efforts to the TWG and provide the MOH and TWG with key information on MNCAAH during the pandemic.
  • Support WCO to reactivate the H6 partnership at country level for better coordination.
  1. Promote use of data for decision making
  • Support routine analysis /compilation of HMIS data (including, where feasible, information on facilities that report consistently or sub-national data) and other relevant data from MoH and facilitate correction/clarification from MoH to any queries on data to enable analysis; contribute to promoting and facilitating utilization of these data to understand the service disruption and recovery.
  • Explore with HMIS division and division responsible for ageing population to identify indicators that can be routinely collected
  • Address the shortcomings gaps in HMIS identified in phase 1 of project
  1. Review, documentation and sharing of lessons learned
  • Support the documentation of any changes in the mitigation policies and actions undertaken to maintain the provision and use of MNCAAH services.
  • Support the WCO/TWG to undertake in-depth reviews of the use of digital technology during the pandemic and before pandemic.

  • Support MOH and TWG to integrate the lessons learned for mitigating the effect of COVID 19 on the provision and use of MNCAAH services from Phase 1 to country’s efforts to support continued implementation of MNCAAH services, and integration of relevant recommendations in the emergency preparedness/resilience plans

  • Contribute to the WHO’s efforts to maintain a learning network within among regions and countries by identifying, documenting and sharing practices and lessons learnt.
  • Support and participate in dissemination of activities to share lessons learned from Phase I and from another country.
  • Development of a workplan and reporting
  • Develop a workplan based on the HQ/ regional template, reflecting the above tasks.
  • Submit monthly update highlighting key achievements, challenges, areas for additional technical inputs and other reporting requirements of the project.
  • Prepare reports for use of the WHO project team and other written communication
  • Carry out any other tasks in line with this project as might be assigned by WHO/MOH.

Required Qualifications:

Education:

  • Essential: Medical degree (MBBS) from a recognized university.

Desirable: Master’s level university degree in Medicine, Public Health, Midwifery, Epidemiology, Community Health, Health Services Planning and Management, Social Sciences, Public Policy, Demography and population health, Health Economics or equivalent relevant discipline.

Experience:

Essential:

  • At least 7 years’ experience of working with programs on maternal, new-born, child or adolescent health, or on health ageing.
  • Experience in health sector planning and governance, epidemiology, public health, health systems management, monitoring and evaluation, or related field.
  • Prior experience with emergency/post-emergency response would be an asset.

Desirable:

  • Track record in assisting the process of formulating policies, planning and implementation issues related to Maternal, Neonatal, Child and Adolescent Health.
  • Familiar with Government policies, priorities, structure and procedures on Maternal, Neonatal, Child and Adolescent Health.
  • Prior experience with working for mitigating effects of COVID-19 pandemic will be given priority
  • Prior experience with emergency/post-emergency response and working with WHO or other UN agencies is an advantage

Salary & others benefits:

Monthly salary: BDT 458,599.00 ( Min)
