You have:

  • Bachelor's degree in Social Science, Development Management or Planning, Statistics or a related field with four years of relevant professional experience or high school diploma with six years of relevant experience.
  • Experience supporting monitoring and evaluation activities.
  • Experience supporting the implementation of monitoring and evaluation plans.
  • Proficiency in MS Office.
  • Strong reporting, writing and research skills, preferably related to monitoring and evaluation.
  • Familiarity with humanitarian assistance programming is an advantage.

Contract

This is a G-6 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 6 years of experience, depending on education. More about G-6 contracts.

The IOM Coordination Office for the North Pacific covers the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), Republic of Palau, Kiribati, and Nauru, with its main office located in Pohnpei and six Sub-Offices across the North Pacific. Ongoing operations focus on FSM, RMI, and Palau, supporting communities across geographically dispersed islands. The Office works closely with national and local governments and local stakeholders to design and implement targeted initiatives guided by evidence and community-based approaches. Its programs focus on disaster risk reduction, emergency preparedness and response, building resilience at the community level, and promoting safe and orderly migration. To facilitate efficient emergency responses, IOM maintains four strategically positioned warehouses stocked with essential relief supplies.

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Support Unit (PSU) Coordinator based in Pohnpei and in close coordination with project teams, the Senior Monitoring and Evaluation Associate will be responsible for providing technical support for the implementation of monitoring and evaluation (M&E) activities for projects and programmes in FSM.

EDUCATION

  • Bachelor’s degree in Social Science, Development Management or Planning, Statistics or a related field from an accredited academic institution with four years of relevant professional experience; or
  • High school diploma with six years of relevant experience.

EXPERIENCE

  • Experience supporting monitoring and evaluation activities.
  • Experience supporting the implementation of monitoring and evaluation plans.
  • Experience supporting data analysis and report writing.
  • Proven ability to consolidate and validate information from multiple sources;
  • Proficiency in MS Office.
  • Familiarity with humanitarian assistance programming an advantage.

SKILLS

  • Strong reporting, writing and research skills, preferably related to M&E.
  • Excellent communication and analytical skills.
  • Knowledge of data collection tools, their administration and evaluation techniques and practices.
  • Strong interpersonal and teamwork skills.

Responsibilities

  1. Support the implementation of M&E activities according to the programme goals and objectives.
  2. Assist in collecting, maintaining, and analyzing various data for M&E activities.
  3. Support the cleaning, analysis and drafting of M&E reports.
  4. Conduct beneficiary and community satisfaction surveys to collect feedback on the services delivered.
  5. Follow-up on M&E findings, recommendations, and issues from Complaint and Feedback Mechanisms and communicate them to the relevant teams for appropriate action.
  6. Follow-up, consolidate, review and translate M&E reports from implementing partners.
  7. Assist in the development and updating M&E data collection tools and databases.
  8. Assist in the compilation and circulation of M&E reports, analysis, and findings to relevant project managers.
  9. Participate in specific monitoring and reporting exercises, as assigned.
  10. Carry out regular monitoring activities at project sites and provide timely feedback to programme and M&E teams.
  11. Flag and bring to the attention of the supervisor delays or challenges regarding data quality or compliance issues with the IOM, donor, or partner M&E requirements.
  12. Perform such other duties as may be assigned.
