Org. Setting and Reporting This position is located in the Financing for Peacebuilding Branch of the Peacebuilding Support Office (PBSO) in the Department of Political and Peacebuilding Affairs (DPPA). The Senior Monitoring and Evaluation Adviser works under the direct supervision of the Chief, Financing for Peacebuilding Branch. The focus of this post is to ensure the design and functioning of a Monitoring and Evaluation (M&E) system to monitor the results of the Peacebuilding Fund's investments. The Senior M&E Adviser may be required to supervise additional M&E staff as may be recruited or assigned for defined tasks.

PBSO was established to assist and support the Peacebuilding Commission (PBC) and administer the Peacebuilding Fund (PBF). Based on the founding resolutions (A/RES/60/180 and S/RES/1645(2005)) establishing the Peacebuilding Commission, the Secretary-General created PBSO which comprises of the Peacebuilding Commission Support Branch, the Policy, Planning and Application Branch and the Financing for Peacebuilding Branch. PBSO is headed by an Assistant Secretary-General (ASG).

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities Within delegated authority, the Senior Monitoring and Evaluation Adviser will be responsible for the following duties: - Manage a small M&E team in support of the following tasks: For Evaluations: - Take the lead to implement the Peacebuilding Fund's (PBF) global monitoring and evaluation plan and oversee its application to country level programmes and projects. This includes standardizing evaluation methodologies, ensuring the recruitment and assignment of evaluators, ensuring quality standards, liaising with field programmes, the dissemination of evaluation reports, and the drafting of inputs based on these evaluations into PBF global and PBSO reports. It includes monitoring all activities undertaken for project evaluations, and overseeing periodic portfolio evaluations for countries eligible for the Peacebuilding and Recovery Facility. It includes piloting innovations for evaluation to improve accountability and learning. - Facilitate discussions and networks on M&E for peacebuilding, in particular among the UN system but also beyond, ensuring dissemination of PBF M&E practices and joining PBF M&E to broader UN system M&E when and as appropriate, including through participation in the UN Evaluation Group. - Ensure consistent quality control on M&E aspects of proposals (including for both Immediate Response and Peacebuilding and Recovery Facilities), including through participation on the PBSO Proposal Appraisal Committee (PAC). - Serve as the PBSO focal point on peacebuilding monitoring and evaluation.

For Monitoring, Data and Reporting: - Oversee the periodic updating of the PBF Strategic Performance Framework, including the development and refinement of outcomes, indicators, means of verification. This should be done in close collaboration with PBSO's Policy Branch, and with other experts in and beyond the UN involved in measuring peace and peacebuilding. - In collaboration with Programme Officers, ensure the development of Strategic Results Frameworks (SRFs) for countries eligible for PBF’s Peacebuilding and Recovery Facility (PRF), as well as development and implementation of SRF monitoring frameworks at country level. - Provide policy inputs to PBF business processes (application guidelines, templates, reporting systems) concerning Design, M&E activities. - Lead on drafting of the SG’s annual Peacebuilding Fund report, drawing on inputs from across the PBF team. - Provide inputs (drafts, and narrative and graphic data representation) to PBF and PBSO reports and presentations and communications. - Contribute to development of indicators and systems to measure peacebuilding impact of processes beyond the PBF, including but not limited to the work of the Peacebuilding Commission and other initiatives, in close collaboration with the Policy Branch of PBSO. - Contribute to the development of indicators and the multi-year PBSO strategy and annual workplans. Assist with the monitoring of the workplan and with the reporting of progress to the PBSO Senior Management Team. - Development of any specific M&E tools required by donors to the Peacebuilding Fund, and facilitation of inclusion of their M&E experts in more general discussions around M&E of peacebuilding. For Training and Knowledge Management: - Lead field missions and provide trainings to review Design M&E processes and increase capacity to perform quality M&E of PBF-funded activities. - Lead the commissioning of at least two thematic cross-country studies per year of PBF-funded work, in close collaboration with the Policy Branch and in partnership with academia and external experts. This may include looking at synergies with the Peacebuilding Commission and the work of DDPA and PBSO more generally on peacebuilding to improve the quality of PBF project strategies and interventions. - Represent PBSO at forums on peacebuilding, monitoring and evaluation and related topics and present DPPA/PBSO/PBF peacebuilding contributions and impacts and M&E methodologies. Work implies frequent interaction with the following: - Members of the UN Peacebuilding Contact Group (PCG), and M&E staff of organizations that are members of the PCG. - Country-level UN and Government staff and officials involved in peacebuilding and PBF-funded programmes, in particular members of Joint Steering Committees, staff of Secretariats to Joint Steering Committees, and staff of Partner UN Organizations. - Officials of donors to the Peacebuilding Fund, in particular M&E staff. - All PBSO staff (front office, PBC Support Branch, Policy Branch). - Networks related to peacebuilding M&E.

Competencies •PROFESSIONALISM: Demonstrated track record of strong diagnostic, analytical, and problem-solving skills; broad knowledge of UN system policies and procedures; strong knowledge and experience with programme monitoring and evaluation and results-based management and reporting; ability to review and edit the work of others; Knowledge of monitoring and evaluation procedures and best practices within international organizations, donor community, academia and NGOs. Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.

Education Advanced university degree (Master's degree or equivalent) in business administration, management, economics, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least ten years of progressively responsible experience in international development, with proven track record in programme design and management is required.

Concrete experience in knowledge management required.

Experience in project evaluation is required.

Experience in the design and management of projects in post-conflict settings is desirable.

Peacebuilding research experience is desirable.

Field experience with a UN organization or another international organization is desirable.

Publications in the field of programme management, project evaluation or knowledge management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
