OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

DESCRIPTION OF DUTIES

To advise the Ministry of Health (MOH) in Kazakhstan and to support the WHO Country Representative in the capacity of Senior Medical Advisor in strengthening national capacities in general and in the aftermath of the COVID-19 outbreak in particular. Following this outbreak, the essential health services have to be restored and the capacities of the country office and the MOH to respond to the next crisis prepared. Key areas of interventions will be aligned with the BCA priorities and tailored to the new reality post COVID-19. In the context of Kazakhstan, selected health system strengthening strategies will be developed and implemented in order to build capacity of the MOH and to increase its resilience to shocks and the capacity to respond and recover from appropriately. This also includes but is not limited to emergency medicine.

1. To advise the Ministry of Health (MOH) in Kazakhstan and to support the WHO Country Representative in the capacity of Senior Medical Advisor in strengthening national capacities in general.

2. The incumbent will be developing, implementing, analyzing and evaluating selected public health interventions which will take into consideration all phases of a crisis response, including recovery and development.

3. The incumbent will provide technical and expert input into the development of comprehensive health system strengthening strategies in Kazakhstan in order to build capacity of the MOH and to increase its resilience to shocks and the capacity to respond and recover from appropriately. This will also include emergency medicine, mass casualty management, hospital safety and emergency medical services to optimise the capacity of the health system to care for their patients.

4. To lead the design and the delivery of training courses on emergency medicine and public health interventions to increase the technical knowledge of health care workers including among staff and senior decision-makers.

5. To contribute to the improvement of the performance of the Kazakh health system through the provision of appropriate policy advice, based on evidence and through the development of relevant technical tools, models of good practice, and networking.

6. To oversee qualitative and quantitative research studies on selected topics related to the performance of the health system in selected areas including COVID-19 outbreak.

7. To identify, in collaboration with countries, priority areas for inclusion during the review of the Biennial Collaborative Agreements. Key areas of interventions will be aligned with the BCA priorities and tailored to the new reality post COVID-19.

8. To actively support the WR in the consultation process of the Country Cooperation Strategy and reach out t agreed partners with delegation of authority from the WR.

9. To collaborate with WHO's technical programmes to ensure a coherent “health systems approach” in all aspects of WHO support to these countries.

REQUIRED QUALIFICATIONS

Education

Essential: Doctor in medicine. Desirable: Professional training in hospital management, or health care professionals training or related area.

Experience

Essential: At least 10 years of combined national and international experience supporting health care facilities and developing public health programmes. Demonstrated experience responding to emergencies (preparedness and response), experience in hospital safety/management and medical evacuations. Desirable: Relevant work experience as a field-based adviser in countries of Central and Eastern Europe. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1991 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
