Lead MEAL systems and support vulnerable children program effectiveness.

You have:

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Public Health, Social Sciences, International Development, or related field
  • Master’s degree is an advantage
  • Minimum 6-8 years of progressive experience in MEAL/M&E roles
  • Proven experience designing and managing MEAL systems for large, donor-funded projects
  • Strong experience in data collection and analysis, indicator development and performance tracking, donor reporting and compliance
  • Experience working in multi-sector programs and complex contexts
  • Strong understanding of accountability to affected populations (AAP) and learning systems
  • Experience working with consortium partners and multi-stakeholder environments
  • Proven ability to influence program decision-making through evidence
  • Fluent Myanmar (required) – strong ability to communicate with field teams, partners, and local stakeholders
  • Excellent English (written and spoken) – required for coordination and reporting
  • Based in National Office and up to 30-40% travel to field locations
  • Ability to operate effectively in insecure and remote environments
  • Good health and physical ability to travel to project areas and participate in field activities
  • Experience with major donors (FCDO, USAID, UN agencies, etc.)
  • Strong understanding of data quality assessment standards, evaluation methodologies (baseline, midline, endline, RTE)
  • Familiarity with digital data collection tools and platforms
  • Experience in knowledge management and learning systems
  • Strong facilitation and analytical skills
  • Experience integrating MEAL into adaptive and nexus programming

KEY RESPONSIBILITIES

MEAL System Leadership & Data Quality Assurance

  • Lead the design, implementation, and continuous improvement of MEAL frameworks, indicators, and plans aligned with project objectives and donor requirements.
  • Establish and maintain robust systems for data collection, management, verification, and analysis.
  • Ensure application of data quality assurance (DQA) processes and standards across all project locations and partners.
  • Develop standardized tools, methodologies, and protocols for monitoring and evaluation activities.
  • Ensure consistency and integrity of data across all sectors and implementing partners.

Monitoring, Reporting & Performance Tracking

  • Oversee regular monitoring of project progress against indicators, milestones, and targets.
  • Lead the preparation and quality assurance of donor reports (quarterly, annual, final) and internal reports.
  • Ensure alignment between program performance data and reported results.
  • Track key performance indicators and flag deviations or risks to Project Director for timely action.
  • Support real-time performance tracking and dashboard development for management use.

Learning, Evidence & Adaptive Management

  • Promote a culture of learning, reflection, and evidence-based decision-making across the project.
  • Lead learning events, review meetings, evaluations, and after-action reviews.
  • Ensure systematic documentation of lessons learned, best practices, and success stories.
  • Work closely with Senior Technical Manager and Senior Program Manager to translate evidence into program improvements.
  • Support development of knowledge products for internal and external dissemination.

Accountability to Affected Populations & Safeguarding

  • Establish and strengthen feedback and complaint response mechanisms across project locations.
  • Ensure community participation, inclusion, and transparency in program design and implementation.
  • Monitor responsiveness to feedback and ensure appropriate follow-up actions.
  • Integrate accountability and safeguarding principles into MEAL systems and processes.

Capacity Strengthening & MEAL Mainstreaming

  • Supervise and mentor MEAL Specialists and support their professional development.
  • Build capacity of project staff, partners, and field teams on MEAL systems, tools, and data use.
  • Promote mainstreaming of MEAL across all functions, ensuring field teams understand and use data.
  • Support partners to meet minimum MEAL standards and practices.

Risk Management & Data Ethics

  • Identify and manage risks related to data quality, reporting, and accountability systems.
  • Ensure ethical data collection, data protection, and confidentiality standards are upheld.
  • Strengthen processes for secure data management and reporting.
