Job Description

Scope of Work:

The IRC seeks a dynamic Senior Manager for Project Coordination to lead and oversee the planning, execution, monitoring, and control of multi-sector, multi-location humanitarian projects funded by institutional donors. The Senior Manager ensures projects are carried out in a timely fashion, within budget, and in line with commitments made in the donor award. The Project Lead collaborates and coordinates across IRC’s country program functional departments at the field and main offices to track project progress and to forecast and escalate implementation issues.

Responsibilities

- Act as the Project Lead for assigned awards, working across program teams and functional departments to ensure projects are implemented in a timely manner and within the budget parameters. The Project Lead tracks project progress and performance and keeps team members informed and identifies areas for improvement. - Facilitates regular project cycle meetings in line with IRC’s Project Cycle Management guidelines. The Project Manager is critical to the success of Project Cycle Meetings, as it is their responsibility to tailor these meeting approaches to the specific needs of their project, and to ensure that meetings provide a venue for data-driven decision-making and make efficient use of IRC staff time. - Coordinates with relevant country program stakeholders in Yangon and in the field offices to ensure key project tracking documents are in place and regularly updated and monitored. This includes but is not limited to detailed project work plans, procurement plans, spending plans, and recruitment plans. - Coordinates with the Grants team to ensure the narrative and financial reports are consistent with project progress. - In coordination with Finance teams, work with program sector focal points to monitor spending and burn rates, ensuring that all spending is in line with approved spending plans and timelines. Collects and compiles spending plans from program sector focal points across field and main offices and uploads them to the Online BVA System. - Coordinates with the M&E team to ensure progress against indicator targets are presented on the Program Indicator Dashboard. - The Senior Manager for Project Coordination supports sector teams by tracking relevant PRs and following-up with Supply Chain teams for timely delivery. - Escalates project issues to the DDP and relevant stakeholders to ensure timely attention and course correction. - As appropriate, work with sector focal points to raise purchase requests, liaise with supply chain for improved procurement processes, liquidate the advance, documentation of program needs and accurate budgeting within project cycle management. - Shares best practices and learning on project management with counterparts in other sector teams. - Support on other assignments as requested by the DDP. - Promote a culture of respect, transparency, and accountability within the staff and response activities. - Provides line management to the GAC Project Manager in line with IRC’s people manager standards. - Provides continuous support to- and ensures targeted capacity building of staff on project management skills.

Qualifications

- Bachelor of Arts or Science in Social Science, Public Health, Humanities, Social Work or other related field, required. - At least 3-5 years of experience managing projects. - Positive, professional and can-do attitude, including ability to lead and work well in a team setting - Strong ability to organize work, meet deadlines, maintain composure under pressure, coordinate multiple tasks, and maintain attention to detail. - Excellent written and oral communication skills, strong interpersonal skills. - Competent in Microsoft Word, Excel, and online project management tools. - Fluency in English and Myanmar languages

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
