How can you make a difference?

The purpose of this position is to provide oversight to Supply Division’s portfolio of innovative financial partnerships which in turn will ensure the timely delivery of affordable products which requires good forecasting, planning and adequate budgeting, financing and execution on that financing. This is to be completed with the aim of preventing the delayed release of funding, including domestic budgets which has been a leading cause of stock-outs in countries. Oversee the deployment of pre-financing interventions to help bridge short-term funding gaps, thereby temporarily resolving cash flow timing issues that would have otherwise interrupted the supply of critical commodities. Oversee UNICEF’s main tool for supply pre-financing, the Vaccine Independence Initiative (VII) Revolving Fund, which accelerates access to essential supplies, including vaccines and other non-immunization commodities, while providing a platform to ensure a systematic and sustainable supply for country partners facing temporary budget shortfalls.

Key Functions, Accountabilities and Related duties/tasks:

The Senior Manager (Innovative Financing) who have overall strategic leadership of the VII and other financing instruments:

  1. Set the strategic vision for the next iteration of the VII (and VII-associated) activities.
  2. Building upon a well-established foundation and risk management process, take VII to the next level in terms of professionalization and sustainability.
  3. Lead day-to-day resource mobilization activities with donors and financing partners to the VII.
  4. Have oversight of forecasting of demand for pre-financing.
  5. Coordinate the financial management of country pre-financing related activities, including special contracting and support the internal and external work on expansion of VII and other bridge financing with the objective of helping improve operational timeliness for the provision of essential commodities and/or market dynamics.
  6. Coordinate underwriting process of country-subscription, ad-hoc pre-financing, and financings to back special contracting ensuring that duly process is followed, and pre-financing capital risk management is followed.
  7. Oversee, monitor capital base utilization to optimize use for financing, including in-depth forecasting.
  8. Provide technical advice, guidance, and design processes to ensure supply financing activities are fully compliant to UNICEF FRR and applicable Donor agreements.
  9. Provide technical advice, guidance, and design processes to ensure VII credit lines allocated to countries are optimized, including VII action plans for long-term financial sustainability, including domestic financing.
  10. Work with partners (including other UN agencies) as a thought leader and collaborator on initiatives which can leverage VII’s performance and support the strengthening of domestic resource mobilization activities.
  11. Coordinate the development and implementation of financing instruments and initiatives that leverage UNICEF’s expertise in supply financing and target domestic resource mobilization, including for example, the Nutrition Match Fund, the ACT-A SFF, and other new instruments.

To qualify as an advocate for every child you will have…

Education

  • Advanced university degree (Master’s Degree) in Finance, Economics, Business Administration or other related field.
  • *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Work Experience

  • Ten years of progressively responsible managerial experience in complex and large operations involving planning and operation of financing initiatives and tools, such as (for example) loan facilities, revolving funds, credit facilities and sovereign financing and/or other innovative or alternative financing instruments.
  • Varied experience in UN/UNICEF or other development agencies or Private Sector
  • Demonstrated strategic vision to provide leadership in the development of procurement services.
  • Capacity to diagnose and resolve multiple, concurrent problems, a conceptual and strategic analytical capacity
  • Knowledge of current trends, practices in the specialized field of UNICEF work an asset.

Languages

  • Fluency in English is required. Knowledge of another UN language is highly desirable.
