Job Description

Job Overview:

As the Senior Manager, Indirect Global procurement you will lead a portfolio of strategic sourcing indirect categories and projects, and establish strong collaborative relationships with senior leaders in Programs and functional areas to align around category strategies and project requirements, scopes, and timelines. You will be responsible for developing and updating sourcing strategies for each category as appropriate, and establish long-term agreements where feasible to reduce transactional work and acquire optimal quality, service, price, and other terms. You will also advise and enable Country Programs in their sourcing projects as appropriate and develop helpful partnerships with global and regional suppliers and other organizations.

Indirect sourcing categories may include marketing services, IT and telecommunication equipment, systems, and services, consulting services, financial systems and services, human resource systems and services, office supplies, equipment, and services, and other indirect categories of goods and services. Specific responsibilities include facilitation of sourcing initiatives and projects with Programs, development of category strategies, supplier negotiation, establishment and maintenance of supplier relationships, and leadership of business reviews with suppliers and internal partners.

Major Responsibilities:

· Develop category strategies, supported by market and industry analyses

· Identify savings opportunities, develop and execute projects that deliver clear value

· Establish and maintain supplier relationships, and facilitate periodic Business Reviews to continually identify process improvements and cost reduction opportunities

· Establish strong collaborative relationships with internal groups including Programs, Regional/Country Offices, Finance, Human Resources, IT, Legal, and others

· Lead each sourcing project: facilitate team meetings; manage and document the RFX process

· Lead sophisticated projects from conception through implementation, including organisational change

· Supervise and lead Global Procurement team members in support of Global Procurement objectives

· Prepare analyses of spend data, category supplier bases, and cost models

Job Requirements:

· Bachelor’s degree required

· 6 to 8 years of sourcing experience in a range of indirect spend categories

· Experienced user of Excel, Word, PowerPoint, and ERPs

· NGO experience preferred, including understanding of institutional donors’ (USAID, DFID, ECHO, and others) procurement policies

Demonstrated Skills and Competencies:

· Significant expertise in contract negotiation and supplier relationship management

· Advanced and validated knowledge of procurement industry cost structures and drivers

· General knowledge of applicable sourcing, planning, and logistics laws and regulations

· Confirmed project management and process improvement experience

· Ability to establish supplier specifications in conjunction with subject specialists, measure and drive conformance to specifications, and manage internal and supplier relationships to achieve desired results

· Strength in meeting or exceeding project achievements and results, while multitasking and prioritizing

· Ability to provide fact-based strategy and sourcing recommendations

Working Environment:

Standard office work environment. Travel less than 10%
