The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central, and southern governorates in the sectors of protection, gender-based violence (GBV), early childhood development, economic recovery, Child Protection, and emergency humanitarian assistance. Today, the IRC works in close coordination with the humanitarian and development partners in Iraq and local stakeholders to address the needs of Internally Displaced Persons (IDPs), Returnees, and Host communities. We operate in several governorates throughout Central and Southern Iraq, including Anbar, Ninewa, SAD, and Kirkuk, with additional offices in Erbil and Baghdad.

IRC Iraq’s Protection and Rule of Law (PROL) Program ensures sustained and increased access to integrated protection services for households and individuals. PROL activities help to restore dignity and improve resilience by providing essential services and allowing Iraqis to access justice and exercise their rights, empowering them to advocate for their human and legal rights with formal and informal justice institutions.

Establishing trust in the formal justice system and strengthening responsive and accountable public services is the foundation for a just and peaceful society. The Iraq Country Program’s Protection and Rule of Law work actively engages with duty bearers and local communities to foster a comprehensive approach that supports local initiatives, with a particular emphasis on strengthening the existing systems.

Job Overview/Summary: Scaling – expanding, deepening, and sustaining impact. Scaling can occur in several ways—from deliberate replication to organic diffusion to integration into national systems—that expand and deepen impact leading to lasting improvements in people’s lives.

Partnership – principled collaborative relationships towards shared objectives,

Advocacy – influence at the federal and governorate level to shift the collective understanding of the importance of durable solutions and inclusive services, to be prioritized and ensure global and national policies are in place to support sustained commitment to policy reforms.

The Senior Manager Durable Solutions will manage and facilitate all work processes as they relate to the three core components:

- Institutional System Strengthening: Manage and oversee IRC’s institutional system strengthening interventions with state led protection mechanism with focus on scaling design, planning, and implementation.

- *Relationship management*****: Ensure proper relationship building and management with protection sector stakeholders and partners:

- Needs based interventions: Support the partner ministries and departments in identifying policy and capacity gaps through organizational capacity assessment exercise and assist in developing corresponding capacity strengthening plans/road maps.

- Policy & Regulatory Reforms: Lead and coordinate reform initiatives as they relate to system strengthening and enhancing public service delivery in protection sector.

- Partners Support, development, and Representation

Major Responsibilities: Manage and oversee IRC PRoL scaling design, planning, and implementation:

- Lead and facilitate the evidence-based scaling efforts on a country level from planning through adaptation to scale.

- Cultivate a shift in mindset towards system thinking and scaling within the team and with partner ministries/departments.

- Work with the PROL Coordinator and PRoL management to develop scaling plans and budgets.

- Coordinate with the technical, M&E and research focal points in the team to ensure that iterative scaling cycles are integrated into all aspects of the work.

- Coordinate with the IRC partnership staff to ensure scaling is rooted in the IRC partnerships management system.

- Ensure close coordination with the technical team at country level to facilitate the development of adaptable and scalable capacity strengthening frameworks.

- Ensure the rollout and implementation of all tools that aim to track, assess, and document scaling by coordinating with IRC team and partners for realizing a learning and adaptation strategy.

- Lead on regular operational plan meetings to ensure alignment and progress on scaling activities.

- Plan for and materialize an iterative scaling process whereby change and adaptations are driven by real-time data collection.

- Conduct background research on previous and ongoing efforts related to system strengthening in Iraq, including desk review of project documentation, national strategies, conducting key stakeholder interviews, and attending related meetings and events.

- Work closely with other IRC functions including PAC, Governance, ERD and WPE to ensure uniform approach for system strengthening.

- Contribute in developing proposals, presentations, and briefs on an ad hoc basis.

Ensure proper relationship building and management with key stakeholders and partners:

- Facilitate organizational capacity assessment workshops with partner departments.

- Strengthen technical engagement with key federal stakeholders focusing on policy reforms and institutional system strengthening.

- Ensure proper flow of information between the IRC and partners.

- Ensure partners’ feedback is taken forward in all aspects of the project whether in technical, scaling, partnerships, RMEAL etc.

- Identify IRC champions within different partner organizations and work closely with them on all the aspects of scaling.

- Hold collaborative design meetings to ensure that scaling activities and workplans are addressing the capacity needs.

- Coordinate with the MEAL team to develop a continuous capacity building plan for the scaling partners to ensure the adaptation of their existing monitoring systems.

Generate evidence-based learnings based for scaling:

- Capture key decisions, opportunities, and challenges faced by relevant actors and document the piloting of the scalable models developed for each scaling pathway.

- Document and share learnings with country team to facilitate cross-national data-driven learnings.

- Facilitate and document key scaling-related events and meetings as decided in coordination with the PRoL Coordinator.

- Proactively share lessons learned within the Iraq program as well as with key stakeholders to assist decision-makers in identifying, adapting, and scaling other evidence-based durable solutions initiatives.

- Work in close coordination with the PRoL Coordinator to ensure learnings from scaling are embedded within the country strategy.

Lead and coordinate advocacy efforts as they relate to institutional system strengthening, localization and inclusion agenda:

- Develop system strengthening and reform goals in close coordination with partner ministries and IRC staff.

- Coordinate the development of the system strengthening plan with the support of PRoL Coordinator and in consultation with Governance, WPE, ERD and PAC Coordinators.

- Identify Decision makers and influencers for each goal.

- Facilitate and oversee the implementation of the plans.

- Maintain proper data collection for indicators.

- Ensure system strengthening activities are conducted in close coordination with the partners.

- Support system strengthening efforts by participating in different coordination groups, workshops, and conferences.

Partners Support & Development, and Representation

- Support the assessment of capacity building needs based on observation and assessment of each partner’s knowledge and capacity, in coordination with the PRoL Coordinator and relevant technical leads.

- Coordinate with PRoL management in strengthening the technical capacities of partners, including conducting training, coaching, and mentoring.

- Support partners in activity design for any collaborations in institutional system strengthening.

- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable partners/staff to successfully perform in their positions.

- Support regular information sharing regarding challenges and needs at the national and governorate level.

Represent IRC in internal and external forums as needed, including coordination forums , and coordinate activities with them

Key Working Relationships:

Position Reports to: reports technically to PRoL Coordinator and administratively to Field Coordinator Anbar- Baghdad Position directly supervises: No one.

Internal: PRoL management, Governance Coordinator, PAC Coordinator, WPE Coordinator, ERD Coordinator, Field Coordinator Baghdad-Anbar

External: Relevant Ministries , partner NGOs, civil society actors , UN agencies

Qualifications

Education:

· Bachelor’s degree in social sciences, international development, or other relevant related field;

Work Experience:

- Minimum 4 years of professional experience in implementation of institutional system strengthening programming in Humanitarian or Development contexts; - Minimum 3 year in a managerial level. - Solid demonstrated experience with planning, reporting, monitoring and evaluation; - Strong written and oral communication skills including ability to gain trust and build relationships. - Strong representation and liaison with external parties; - Previous experience in capacity strengthening and mentoring of partners/staff, and must be capable of applying skills and knowledge in a range of capacities, including direct implementation, training, and transfer of technical knowledge and management skills to others; - Demonstrated track record in working with teams, showing high performance in a multi-cultural environment, demonstrating flexibility, and ability to handle pressure; - Personal qualities: Team player, flexible, network-builder, able to handle pressure well - Excellent Computer skills: MS Word, Excel.

Demonstrated Skills and Competencies:

Preferred:

· Master’s degree in development, social sciences or a related field

· Prior Iraq experience working on institutional system strengthening.
