Job Description

The IRC is seeking a qualified Senior M&E / HMIS Officer for an anticipated three-year World Bank-funded project, which will be managed by the Federal Ministry of Health. The project is called “Improving Healthcare Services in Somalia (Damal Caafimaad)” and is focused on expanding the coverage of high-impact health and nutrition services in select regions. Working closely with the Regional Health Office (RHO), the Senior M&E / HMIS Officer will be responsible for overseeing HMIS system use within the project region. They will be based in Somalia in the region where the project is focused (location TBC), with travel to project sites.

Background:

The International Rescue Committee (IRC) is a leading humanitarian and development organization working in more than 40 countries to help people whose lives and livelihoods are shattered by conflict and crisis to survive, recover and gain control of their future.

The IRC began working in Somalia in the early 1980s - initially to assist people seeking refuge in the aftermath of the Somalia-Ethiopian conflict. The focus of IRC Somalia programming is on Health, Nutrition, Economic Resilience, Recovery and Development, Governance, WASH, Women’s Protection and Empowerment interventions to crisis affected communities in most of the targeted locations. With headquarters in Mogadishu, the IRC oversees field offices in Dhusamareb, Gaalkayo and Garowe in Puntland, Galmudug and Benadir Region. IRC programming in Somalia adopts an integrated approach, in which each sector provides mutually reinforcing services to at-risk populations.

The upcoming Damal Caafimaad project will support the rapid expansion of high-impact health and nutrition services within the Government of Somalia’s Essential Package of Health Services (EPHS). The project also aims to develop the Federal and State Ministries’ of Health capacity to act as stewards of the health sector. The project will focus on primary healthcare, improving the availability of pharmaceuticals, strengthening the quality of care, and developing strong management systems. Robust community level health services and engagement will also be a critical part of the project. The World Bank is funding the project, which will be delivered through Federal Ministry of Health contracting of NGOs.

Scope of work:

Comprehensive and careful Monitoring & Evaluation and data use will be critical to successful delivery of essential health services. Based within the project region and working with the RHO, the Senior M&E / HMIS Officer is responsible for overseeing HMIS system use in the region. They are responsible for ensuring that the project team compiles accurate data from the DHIS2, as well as for generating informative reports and analyzing the information to identify strengths and weaknesses and recommend course correction at the facility level.

The Senior M&E / HMIS Officer will also develop RHO HMIS capacity, including capacity for data analysis and data use for decision-making. They will oversee facility-level use of HMIS tools and improve facility-level capacity to develop simple, hand-drawn data analytics and to use data. They will also support implementation of HMIS data quality improvement procedures.

The Senior M&E / HMIS Officer will oversee the compilation and analysis of data from health facility supervision reports. They are responsible for facilitating data use for decision making at the facility level and for analyzing regional-level health data for decision making. Finally, the Senior M&E / HMIS Officer will also support project reporting, contributing to donor reports submitted by the IRC. It should be noted that there will be Third Party Monitoring for the Damal Caafimaad project. The Senior M&E / HMIS Officer will coordinate and be a point of contact for the Third Party Monitor.

This position reports to the Team Leader. It is contingent on the IRC being awarded funding; we anticipate that the project will begin in 2022.

Requirements:

• An advanced degree in public health, statistics, or related field

• A minimum of seven years of HMIS management experience

• Excellent quantitative skills

• Experience training others in HMIS

• Substantial health sector experience

• Experience developing HMIS quality assurance systems

• Experience analyzing health data

• Experience supporting use of data for decision making

• Experience in HMIS capacity development, with a focus on coaching and mentorship

• Willingness to be based in a remote, rural area
