ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs) and Area/Field Offices. Job holders report to a Logistics Officer, Head of Unit or the designate. At this level, job holders have independent responsibility for technical, specialised work including planning, organisation and coordination and setting objectives for all assistance modalities for both WFP and logistics common services. They deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders consistently demonstrate a high degree of responsibility and initiative to independently manage activities and respond to queries. Job holders are expected to motivate and develop a team of support staff and/or are responsible for specialised support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes.

JOB PURPOSE

To provide a range of specialised support functions and/or lead a team performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

In response to the L2 Emergency in Cabo Delgado and the scaling up of WFP logistics activities, WFP has an urgent need to increase their logistics capacity. In anticipation of an increased workload on the already limited Supply Chain/Logistics staff the position of Senior Logistics Associate has been created.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of Secundary School. A post secundary certificate on a funtional area is desireble.

Experience:

Minimum of five years of experience in commercial or humanitarian transportation or warehousing sectors. Experience of supply chain operations. Experience working with corporate systems (databases or Microsoft software) also necessary.

Languages:

Fluency in both Portuguese and basic Knowledge of English.

KNOWLEDGE & SKILLS

• Experience coordinating with transportation providers and third parties. • Experience leading a team of national staff. • Experience assisting in project management. • Experience in preparing and managing budgets.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Under direct supervision of the Logistics Officer, co-manage and act as focal point for all logistics activities in province. 2. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. 3. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations. 4. Manage logistics vendors’ contracting activities including performance monitoring and measurement. 5. Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process. 6. Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set. 7. Support the Country Office supply Chain unit by drafting the budget for all delivery modalities in the province. 8. Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary. 9. Support oversight for commodity accounting data quality and integrity. 10. Act as linkage between CO Supply Chain unit and the Program unit at the sub-office. 11. Analyze operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration. 12. Manage documentation processing for execution of logistics operations (e.g. invoice verification), take appropriate actions to resolve operational issues escalating complex issues to the CO Supply Chain teams. 13. Ensure that Weekly and Monthly physical inventory at all warehouses under your jurisdiction are performed in line with standard procedures. 14. Ensure that corporate system stocks are always in line with the physical stocks. Ensure information accuracy in corporate systems to enable informed decision-making. 15. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery. 16. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities. 17. Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies. Provide support to Logistics operation and activities, following the standards processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries. 18. Implement all loss mitigation procedures in place and report on all loses incurred. 19. Work closely with Program teams on delivery plans and delivery versus distribution reconciliations. 20. Elaborate daily/weekly/monthly progress reports. 21. Do other tasks as required.
