ORGANIZATIONAL CONTEXT

At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff. This post is based in Antakya.

JOB PURPOSE

To provide a range of specialised support functions and/or lead a team performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

• Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards. Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of relief commodities to beneficiaries.
• Collect and analyse data through research and networking with colleagues to recommend actions to the supervisor to improve performance of local logistics operations.
• Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize use of available funds allocated specifically to her/his project.
• Guide and supervise support staff, acting as a point of referral and supporting them with analysis and queries.
• Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
• Collate data and contribute to preparation of accurate and timely reporting, supporting a LC/WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.

KEY ACCOUNTABILITES (Cont)

• Support the capacity building of LC/WFP staff and implementing partners for efficient and effective cross border operation.
• Identify and build productive relationships with logistics colleagues, local authorities and staff within the area of assignment to support an integrated approach to the cross-border operation.
• Analyze operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that Supply Chain requirements are taken into consideration.
• Identify, respond, resolve and / or provide recommendations to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
• Liaise with internal and external stakeholders to support efficient logistics operations management.
• Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
• Provide daily/Weekly and monthly reports to supervisor on the progress and movement of shipments.
• Coordinate and resolve any customs-related issues between UN agencies and custom related bodies.
• Recognise and assess the sensitivity of information obtained: respect the confidential nature of sources and information where relevant.

KEY ACCOUNTABILITIES (cont)

• Manage documentation for execution of logistics operations (e.g., customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating various issues to the supervisor.
• Ensure all procedures and guidelines are implemented and followed (e.g Covid-19 measures, security and safety measures, access, etc.)
• Review, assess and update the status of access corridors, route maps and checkpoints/delivery points within Turkey with key stakeholder such as services users, transporters.
• Consolidate and gather relevant information to feed in the IM officer base in Syria.
• Liaise and coordinate with the UN Monitoring Mechanism (UNMM) on all matters relating to the transshipment operation.
• Support oversight for monitoring and recording of all transshipment movements of the UN Agencies' humanitarian cargo in the system.
• Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education,plus post-secondary certificate /diploma related functional area.University degree is an asset. Language: Fluent (level C) English and Turkish in both oral and written communication.
