A. BACKGROUND AND PURPOSE
WFP Gambia’s Country Strategic Plan (CSP) 2019-2021 aims to support the Government in reaching the National Development Plan (2017-2021)’s goals through investments in sectors relevant to Sustainable Development Goal 2. This CSP positions WFP as an enabler for the Government and combines direct implementation and capacity support in the enhancement of the national transition process. WFP support constitutes direct operational support, knowledge transfer and technical assistance and it contribute to WFP's Strategic Results 1, 2, 3 and 5 in line with the National Development Plan, the National Social Protection Policy and the United Nations development assistance framework for 2017–2021.
The CSP focuses on contingency plans for response to shocks (Strategic outcome 1); building the resilience of vulnerable populations through nutrition-sensitive and gender-responsive social safety nets for children in primary and early childhood education, pregnant and lactating women and girls, children under the age of 5 and livelihood support to smallholder farmers (Strategic outcomes 2, 3 and 4) and capacity strengthening to facilitate the alignment of national policies through an integrated approach to food and nutrition security that includes the school meals programme, nutrition interventions, social protection, disaster risk reduction and early-warning systems (Strategic outcome 5). Critical new focus areas will be support for development of a social protection system focused on mainstreaming the national school meals programme as a national safety net, food fortification and south south and triangular cooperation. The country office (CO) aims to streamline all planning and implementation processes to ensure alignment with corporate standards and procedures.
JOB PURPOSE: To provide a range of specialized support functions and lead a team performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
DUTIES AND RESPONSIBILITIES:
Under the overall guidance and direct supervision of the Supply Chain Officer, the Senior Logistics Associate will be responsible for the following:
- Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
- Support logistics projects or operational day-to-day activities; provide coordination support and play a leading role to logistics operations and activities following standard processes and contributing, directly or indirectly, to the timely and cost-effective delivery WFP’s assistance to beneficiaries.
- Collect and analyze data through research and networking with colleagues to recommend actions to the supervisor to improve performance of local logistics operations.
- Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
- Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.
- Support oversight for commodity accounting data quality and integrity. Provide comprehensive analyses of operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.
- Contribute to the micro / macro supply chain assessments involving all actors in the country’s food value chain to assure reliability of supply and understand available contracting options to WFP taking into account the sector’s structure, the capacity to deliver food assistance, supply chain blockages and/or risks.
- Perform the Retailer Invoice Verification & request retailer payment
- Ensure adequate Commodity Accounting controls in relation to Logistics Execution Support System (LESS), including timely data input, clear documentation flow and good quality documentation are in place and regularly monitor compliance.
- Responsible for the management of the WFP warehouses; Ensure Commodity Accounting principles (in line with LESS requirements) have been established and are adhered to; that WFP standard systems are properly maintained at warehouses; Ensure effective food commodity and non-food items (NFI) management; Monitor the quantity and quality of food commodities and NFIs stored, carry out regular commodity; physical random checks/inventory of the warehouse and produce regular stocks reports; Ensure that WFP standard documentations are duly filled.
- Effective Supply Chain Funds management, contribute to the preparation of project documents including regular FTC Matrix reviews and other budgetary issues; funding proposals; financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize use of available funds
- Ensure Transport planning and create stock transfer orders (STOs) based on approved Food Release Notes track if stock picked in STOs for dispatches is aligned with CO stock movement observing First In First Out and First Expiry and First Out stock management rule.
- Follow emergency logistics preparedness practices to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Manage a team(s) of staff providing technical advice, coaching, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities

STANDARD MINIMUM REQUIREMENTS. Education:
Completion of secondary school education. A post-secondary certificate in the related functional area (Transport, Economics, Supply Chain, Logistics, Engineering, Business Management or another related field).
Language: Fluent in both oral and written communication in English.
Minimum years of work experience:
The minimum number of years of experience required for this role is 6 (six) years.
