Job Description

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity, and hope to millions who are uprooted and struggling to endure.

Following a first assessment conducted in January 2017 in Italy and another one in July 2017, several critical protection gaps were identified within assistance provided to refugees and migrants in Italy: mental health and psychosocial support (MHPSS), assistance to unaccompanied children, information provision and legal support. To respond to the identified gaps IRC established a small presence in Italy. Programs in Italy include Refugee.Info web-based information platform, child protection programming targeting unaccompanied children and victims of trafficking, mentoring programs for the socio-economic inclusion of refugee youth, WPE, and education (social emotional learning and healing classrooms). With the onset of the Ukrainian refugee crisis in Ukraine, IRC Italy is ramping up its capacities to respond to the protection and MHPSS needs of newly arrived Ukrainian refugees in several locations in Italy.

Job Summary

We are looking for a dynamic Senior Livelihoods Manager, who will deal with the day-to-day implementation, monitoring, and evaluation activities for economic empowerment projects. Under the guidance and support of the Program Coordinator, the successful candidate will be responsible for conducting context and partner mapping and analysis to contribute to the development of economic empowerment programming in Italy. As part of the role, the Senior Officer will take lead in assessing the labor market and identifying employment centers and relevant institutions, to develop tailored sessions and training packages, pilot them and document lessons learned. The Senior Livelihoods Officer will also provide support to integrate economic empowerment activities throughout ongoing program activities.

Specific Duties and Responsibilities:

Program planning and implementation

• Conduct desk research on standard methodologies for promoting successful labor inclusion of migrant and refugee populations.

• Assist in the design, collection, and analysis of data to identify needs and opportunities for tailored capacity-building and economic empowerment activities.

• Conduct context and partner mapping and analysis to contribute to the development of economic empowerment activities for refugees and migrants.

• Identify and develop positive relationships with key partners, employment centers, and public authorities promoting refugee and migrant integration and labor inclusion.

• Identify clients to participate in planned activities.

• Be responsible for day-to-day implementation in Milan and other relevant locations (i.e. Palermo, Trieste, and Turin), and act as a focal point for the implementation of activities with local partners.

• Support in developing, managing, and keeping track of activity work plans and training implementation schedules to ensure timely delivery of services and achievement of objectives.

• Support project implementation by developing, contextualizing, and leading capacity-building sessions, as well as individual and group activities (i.e. digital skills lab, entrepreneurship training, and coaching, info sessions on workers’ rights)

• Ensure regular and timely reporting from the projects and support the Program Coordinator by collecting and providing regular feedback from staff and clients.

Monitoring and Evaluation

• In collaboration with M&E Officer, carry out program monitoring and evaluation, by reviewing relevant project data and establishing M& E processes for data collection, data accuracy, and data presentation.

• Support the development of relevant data collection tools, maintain the database, and share project data on a monthly basis.

• Ensure relevant project data (assessments, training attendance records) are accurately collected and updated as needed.

Coordination and Administration

• Coordinate closely with IRC logistics, finance, and grant staff to ensure timely and compliant program activities and expenditures.

• Liaise with IRC Technical Advisors and Program Coordinator to ensure program quality.

• Work constructively within the team and take initiative on new tasks.

• Participate in regular meetings with project teams and partners.

• Any other task designated by the line manager as requested.

Requirements

• Bachelor’s degree in Business Administration, Humanities, International Development, Social Sciences, Management, or another relevant field.

• Minimum of 2 years of professional experience in livelihoods and enterprise development approach, with strong experience in supporting refugee and migrant populations.

• Good experience in partnership/partner engagement and management, effective in representation and liaison with external collaborators.

• Proven ability to plan, prioritize, coordinate and perform multiple tasks simultaneously, while paying appropriate attention to detail.

• Confirmed digital literacy in MS Word, MS Excel, MS-Access, and related programs required.

• Proactive, great teammate, and able to work under pressure

• Strong organizational, interpersonal, and communication skills

• Strong written and oral communication skills; Fluency in English and Italian, both written and spoken;

• Willingness to travel to field sites and the region required.

Reporting Lines

Positions directly report to the Program Coordinator, IRC Italy

WORK ENVIRONMENT

This position will be based in Milan.
