Global Education Monitoring Report **Annex A** ----------- 1\. BACKGROUND The Global Education Monitoring Report (or GEM Report), formerly known as the Education for All Global Monitoring Report (GMR), is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which have been adopted as part of the 2030 Agenda for Sustainable Development. The Report is funded by a group of governments, multilateral agencies and foundations and published annually by UNESCO to serve the international community. It is widely recognised as an indispensable advocacy and technical tool supporting the achievement of SDG 4, which aims to ensure “inclusive and equitable quality education” and promote “lifelong learning for all” by 2030. With its renewed mandate, established in the Incheon Declaration of the World Education Forum in May 2015, the annual GEM Report series will identify effective education policies and analyse major education related themes. The GEM Report consists of two parts. The monitoring part, which analyses progress towards the 10 SDG 4 targets, is also currently paying attention to the impact of COVID-19 on education systems. The thematic part covers an important topic, identified in the Education 2030 Framework for Action; the themes of the next two reports in 2023 and 2024 are technology and leadership, respectively. Each GEM Report is accompanied by a gender and a regional edition. In the case of Africa, a new regional report on basic education completion and foundational learning series, entitled Spotlight, is covering about 12 countries per year starting in 2022. In addition to the printed outputs, the GEM Report also produces online resources, including Scoping Progress in Education (SCOPE), which provides an interactive alternative to the monitoring part of the GEM Report; and the World Inequality Database on Education (WIDE), which analyses disparity between and within countries on a range of education participation and learning indicators. In 2019, the GEM Report partnered with the UNESCO Institute for Statistics (UIS) to harmonize and further develop WIDE. Long Description ---------------- 2\. OBJECTIVES Under the supervision of the GEM Report’s Senior Policy Analyst, the consultant shall carry out a series of activities to support the GEM Report’s processing and use of learning assessment data. In particular, the consultant will lead and engage in the following tasks: - Global-level data analysis - Develop and update SCOPE and WIDE according to their development plan, analysing crossnational learning assessment data. - Compile and, where available, analyse national and cross-national learning assessment data to assess the impact of COVID-19 school closures on learning levels and inequality. - Use national and cross-national learning assessment data such data to explore the impact of selfconcept in science, technology, engineering and mathematics (STEM) on gender learning gaps in these subjects. - Compile and analyse school- and household-level data to estimate measures of school progression and learning at population cohort level. - Analyse national or cross-national learning assessment data with repeated cross-sectional or longitudinal design to understand the evolution of learning levels and the development of inequality in learning (e.g. in the transition from primary to secondary education). - Carry out other research, as agreed with the GEM Report team, based on learning assessment data. - Africa-level data analysis - Analyse national or cross-national learning assessment data at country level, with emphasis on equity, for selected African countries for the Spotlight report series, with emphasis on the focus countries of the 2022/23 cycle, including Niger, South Africa, Uganda and Zambia. - Analyse minimum proficiency level data at the population and student levels respectively by country and key population groups, combining learning achievement and household survey data, to be used for the Spotlight report series. - Explore further possibilities to impute learning outcome levels for countries with missing data, using complementary sources of information. - Engage with partners in the continent to explore ways of sharing data analyses in accessible ways for policy makers. - GEM Report support - Facilitate additional analyses of existing learning datasets by organizing the storage of datasets, harmonizing and standardizing variable names, creating a dictionary and basic code to facilitate use; cleaning and storing code; and producing short guidelines. 3. DELIVERABLES ---------------- 3\. DELIVERABLES a) Updated WIDE and SCOPE datasets using data to be released during the period of the consultancy. b) An updated systematic mapping of studies on COVID-19 related learning loss and recovery and an analysis of principal comparable findings on the magnitude of the learning loss by country characteristics (e.g. by duration of school closure, continuity of learning proxies etc.). c) An analysis of gender gaps in self-concept on STEM subjects and their impact on learning levels. d) An analysis of a joint measure of school progression and learning at population cohort level through compiled school- and household-level data. e) An analysis of the evolution of learning levels inequality based on repeated cross-sectional or longitudinal data. f) Country reports on learning levels and inequality for up to six African countries. g) An analysis of minimum proficiency level data at population and student level, combining learning achievement and household survey data. h) An analysis of minimum proficiency level data across Africa using data imputation. i) A re-organized repository of learning outcome data for the GEM Report research team. 4\. REQUIREMENTS AND DESIRABLE A minimum of 10 years of relevant professional experience in data science is required. Experience working with large-scale household survey data and education indicators; as well as advanced proficiency in either R or Stata is also required.
