Org. Setting and Reporting The Senior Legal Policy Officer reports to the Deputy Director of Human Resources (D/DHR) . The incumbent is assigned to strengthening Humanitarian Principles (HP) initiative.

Responsibilities- Develops Standard Operating Procedures (SOPs) which address neutrality violations in the context of misconduct; outlines specific workflows, timelines and stakeholder accountability in relation to managing disciplinary processes; - Works towards increasing the proportionality and consistency of disciplinary measures imposed within a decentralized decision-making framework in the Agency by: - Undertaking a review of the existing neutrality framework; - Providing guidance on appropriate sanctions for neutrality violations and disciplinary measures; - Upon completion of disciplinary guidelines and SOPs on neutrality, prepares training and internal communication material for legal officers and other relevant stakeholders in the Fields and HQs to ensure a consistent, centralized, and transparent approach; establishes a train-the-trainer program to prepare stakeholders in the fields for training facilitation and coordinates with field focal points as necessary; - Works with the Field Legal Offices on capacity building in order to upload sufficiently accurate and timely disciplinary data into the Agency-wide Disciplinary Database; where necessary, support data cleansing with the field offices; - Monitors and analyzes key trends and emerging issues related to neutrality violations in the context of misconduct in the fields of operation that have a potential impact on the implementation of the Agency’s disciplinary processes; assesses implications and makes recommendations for immediate and long-term courses of action on policies and other measures, in relation to disciplinary processes, to address issues of concern; in coordination with DLA and HRD, ensures the compatibility of proposals and/or recommendations with UNRWA’s regulatory framework; - Develops new and innovative solutions to address issues related to managing disciplinary processes that are consistent with best practice and tailored to the unique needs of the Agency; coordinates and discusses with other UN agencies and other external parties on best practices and approaches to managing disciplinary processes; - Works with Workforce Planning & Data Analytics section to build reporting capabilities on the disciplinary database system; - Prepares within tight timeframes, high quality briefings, discussion papers, project materials, presentations, reports and other documentations related to key policy initiatives and projects.

Education Advanced university degree from an accredited educational institution in law, administrative law, public policy or a related field;

Work Experience At least eight years of progressively responsible and relevant experience, including two years on matters related to law, administrative law and regulatory framework design.

Knowledge of UN common system policies and procedures in the relevant field.

A minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.

Languages Excellent Command of spoken and written English.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and Duration: Temporary Appointment for 6 months with the possibility of further extension subject to availability of funds, need and performance.

Within the framework of the Inter-Agency Mobility Agreement, UNRWA will seek to engage staff members from other UN entities under this framework, should they be found suitable for this Temporary Appointment.

A roster may be created from the selection exercise, and successful candidates may become eligible for a temporary appointment to the same post or a similar post.

Equivalency: A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
