Org. Setting and Reporting The position is located within the leadership team of the International, Impartial and Independent Mechanism to assist in the investigation and prosecution of persons responsible for the most serious crimes under International Law committed in the Syrian Arab Republic since March 2011 (Mechanism). The incumbent will serve as Chief of the Support and Sharing Section of the Mechanism. S/he will oversee the support to national, regional and international courts and tribunals through, inter alia, the sharing of information, evidence, analysis and expertise with investigative, prosecuting and judicial authorities, as well as the work on cooperation frameworks with States, international organizations, civil society organizations and other entities. The incumbent will also contribute to budget submissions and other processes relating to the Mechanism’s administration, and provide authoritative advice to the Head and Deputy Head on strategic, managerial and substantive aspects of accountability for core international crimes as well as legal matters involving issues relating to international criminal law and domestic cooperation and criminal procedural laws.

Responsibilities Under the direct supervision of the Head of the Mechanism, the Senior Legal Officer (Support and Sharing) will be responsible for the following duties:

  • Supervises and manages the work of a multidisciplinary team (legal officers, analysts and assistant investigators) supporting national, regional and international judicial authorities investigating and prosecuting core international crimes committed in Syria through dealing with Requests for Assistance (RFAs) submitted to the Mechanism by judicial authorities and coordinating the sharing of information, evidence, analytical products and expertise on the Mechanism’s own initiative (proactive sharing).
  • Oversees the preparation, negotiation and conclusion of cooperation frameworks, including memoranda of understanding, treaties and other relevant legal instruments related to, inter alia, sharing of information and evidence with a range of external stakeholders including States, international organizations, civil society organizations and other third parties.
  • Provides authoritative legal advice and support to the Head and Deputy Head of the Mechanism on strategic, managerial and substantive aspects of accountability for core international crimes, in particular, relating to support to national, regional and international judicial authorities and cooperation issues.
  • Represents the Mechanism, or participates, in interactions with information providers, government officials, international organizations and UN entities on strictly confidential and highly sensitive matters. Represents the Mechanism, or participates, in external meetings with stakeholders. Attends in-house briefings and meetings, providing updates or legal and/or policy advise as required.
  • Participates, as a member of the Senior Management Team, in the overall management of the Mechanism, including budget, recruitment, procurement and performance appraisal processes.
  • Performs other assignments as requested by the Head or Deputy Head of the Mechanism.

Education Advanced university degree (Master’s degree or equivalent degree) in international law, criminal law or humanitarian law is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible legal experience, with a minimum of seven years in international criminal law and five years of experience prosecuting or adjudicating large, complex criminal cases at the national or international level is required.

Experience dealing with Requests for Assistance (RFAs) and/or memoranda of understanding is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of French is desirable.
