Org. Setting and Reporting This position is located in the Office of the Under-Secretary-General (OUSG) of the Office of Legal Affairs (OLA). The Senior Legal Officer reports to the Under-Secretary-General.

Responsibilities The Senior Legal Officer, in close cooperation with the Principal Legal Officer, will be responsible for the following duties:

· Serves as a recognized expert in one or more areas of concentration, and independently handle a wide range of multi-discipline, highly complex, and often sensitive and/or conflicting legal matters involving issues relating to international, public, private and administrative law

· Assists the Under-Secretary-General (USG) in general management and administration of the Office, organizing and prioritizing the workload and providing general coordination and supervision of assignments as regards the legal work. Coordinates and reviews external communications; oversees and serves as focal point for internal communications.

· Provides dedicated support to the USG in the discharge of his responsibilities as head of the Office of Legal Affairs. Makes various types of recommendations to the USG with respect to actions to take.

· Provides authoritative legal advice on diverse range of highly complex or novel substantive and procedural questions of law, which may include those related to administration and management, institutions support, procurement and contracts, peacekeeping and other operational matters, separately administered programmes and funds, etc.

· Organizes and supervises research studies and the preparation of legal opinions, as well as performs extensive legal research and analysis on highly complex or novel legal issues/questions and prepares legal opinions, studies, briefs, reports, and correspondence.

· Advises on and supervises the review, negotiation and drafting of major contracts, agreements, institutional and operational modalities, legal submissions/motions, and other legal documents; develops new legal modalities to meet unique needs/circumstances.

· Serves on various standing boards, committees, ad hoc working groups and task forces, as required; promotes the work of the United Nations and represents the organization at meetings, conferences, seminars, etc.

· Contributes to review and design of new, or new applications of, legal instruments, policy, guidelines, systems, etc.

· Supervises and participates in preparing legal publications of the OUSG.

·Supervises and coordinates the areas of programme planning, budget evaluation and business transformation and accountability within OLA. Serves as focal point for the Joint Inspection Unit (JIU) and the Office of Internal Oversight Services (OIOS), as well as relevant bodies such as the Committee for Programme and Coordination (CPC) and others.

· Drafts notes, policy statements, guidelines, speeches, articles and correspondence for the USG, and reviews materials produced by the Office, including contributions to Secretary-General reports, responses to Member States and guidance for senior officials on sensitive political issues.

· Undertakes special projects at the request of the USG. Coordinates the work of the Office on projects involving input from more than one of the Office’s units. Liaises with other Departments/Offices in the Organization working on the same subject matters. Prepares and finalizes briefing for the USG for senior management meetings on these subject matters.

· Liaises with Member States, academic institutions and think tanks concerning the substance of the USG's public appearances and activities on behalf of the United Nations; and with UN departments, UN system entities, other international organizations, representatives of Member States, the media, non-governmental organizations (NGOs), academia, and other representatives of civil society on the furtherance of the work of the Office.

Ability to apply legal expertise to analyzing a diverse range of complex and unusual legal issues and problems and in developing innovative and creative solutions. Strong analytical skills and ability to conduct comprehensive legal research on a range of issues, including those of a unique and/or complex nature; proficiency in legal writing and expression and ability to prepare legal briefs, opinions, or legal submissions, and a variety of legal instruments and related documents. Discretion and sound judgment in applying legal expertise to sensitive, complex legal issues. Strong negotiating skills and ability to influence others to reach agreement. Ability to work to tight deadlines and handle multiple concurrent projects/cases. Knowledge of contemporary international relations and of UN system, organization and interrelationships. Education Advanced university degree (Master’s degree or equivalent) in international law is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in law, including legal analysis, research and writing is required.

Experience in a position directly assisting senior officials is required.

Experience in the programme and budget process of the United Nations or similar international organizations is required.

Experience of working with various agencies, funds and programmes and other international organizations at all levels is desirable.

Extensive experience and a thorough understanding of intergovernmental processes in the United Nations or similar international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
