Org. Setting and Reporting This position is located in the Office of Legal Affairs of the United Nations Interim Administration Mission in Kosovo (UNMIK). The Senior Legal Officer reports to the Chief Legal Officer of the Mission.

Responsibilities •In the area of concentration, within delegated authority, and under the overall authority of the Chief Legal Officer, the Senior Legal Officer may be responsible for the following duties: •Provide legal advice and opinions on a wide range of legal issues affecting UNMIK’s mandate and activities, including international public, private and administrative law matters, as well as issues of the interpretation and application of the applicable law in Kosovo and legislative and other instruments governing the United Nations as they affect the Mission or the mandate; - Provide legal advice, opinions and expertise on the legal status, privileges and immunities of the Mission and its members. - Provides legal advice on diverse substantive and procedural questions of considerable complexity, addressing a range of issues related to the mandate of the Mission under relevant Security Council resolutions, the interpretation and application of regulations and administrative directions promulgated pursuant to the Mission's mandate, and of international agreements concluded by the Mission pursuant to its mandate; administration and management, institutions support, procurement and contracts, peacekeeping and other operational matters; as well as coordination and cooperation with internal and external organizations. •Coordinates and direct teams of other legal officers, guides and supervises the work of junior officers; may assist the Chief in general management and administration of the unit, organizing and prioritizing the workload and providing general coordination and supervision of assignments as regards the legal work. •Performs extensive legal research and analysis on highly complex or novel legal issues/questions and prepares legal opinions, studies, briefs, reports, and correspondence. •Serves on various standing boards, committees, ad hoc working groups and task forces, as required; promotes the work of the UNMIK and represents the Mission at meetings, conferences, seminars, etc. •Performs other duties as assigned.

Competencies •Professionalism: Knowledge of international legal procedures and instruments, including in public international law, international administrative law, international and domestic criminal law, both substantive and procedural, and privileges and immunities, as well as their application in the context of UNMIK’s mandate and Kosovo. Ability to apply legal expertise to analyzing a diverse range of complex and unusual legal issues and problems and in developing innovative and creative solutions. Strong analytical skills and ability to conduct comprehensive legal research on a range of issues, including those of a unique and/or complex nature; proficiency in legal writing and expression and ability to prepare legal briefs, opinions, indictments or legal submissions/motions, and a variety of legal instruments and related documents. Discretion and sound judgment in applying legal expertise to sensitive, complex legal issues. Strong negotiating skills and ability to influence others to reach agreement. Ability to work to tight deadlines and handle multiple concurrent projects/cases. Knowledge of contemporary international relations and of UN system, organization and interrelationships. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education Advanced university degree (Master’s degree or equivalent) in international law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience of law, including legal analysis, research and writing, is required.

Experience in professional legal work advising on questions of public international law and privileges and immunities, is desirable.

Experience in professional legal work in the United Nations including Peacekeeping, Special Political Mission or similar international setting is desirable.

Experience in administrative law, commercial law and/or contract law is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
