Org. Setting and Reporting The Office of Legal Affairs is the central legal service of the Organization and provides legal advice to the Secretary-General, Secretariat departments and offices and United Nations organs in the field of public and private law; represents the Secretary-General in legal conferences and in judicial proceedings; performs substantive and secretariat functions for legal organs involved in public international law, the law of the sea and ocean affairs and international trade law; and performs the functions conferred on the Secretary-General in Article 102 of the Charter of the United Nations.

This position is located in the General Legal Division (GLD), Office of Legal Affairs (OLA). Under the general supervision of the Director, or Principal Legal Officers, the Senior Legal Officer will provide or will assist in providing advice on a range of legal issues that fall within the competence of the Division.

Responsibilities •Provide expert legal advice and assistance and serve as a senior specialist on issues relating to the institutional structures of peacekeeping and similar operations in the field; on special policies, regulations and rules in relation to peacekeeping and similar operations in the field; on administrative, personnel, contractual and operational issues in peacekeeping and similar operations (including, in consultation with the Office of the Legal Counsel, those arising from Status of Forces/Mission Agreements or the privileges and immunities of the Organization); on contributions of personnel, troops and equipment to peacekeeping and similar operations and agreements with Member States for that purpose; on claims arising out of peacekeeping and on similar operations; rules and procedures of various boards and committees related to peacekeeping operations; •Coordinate the work of a team of other legal officers, guides and supervises the work of more junior legal officers; may assist the Director and Principal Officers in general management and administration of the Division, organizing and prioritizing the workload and providing general coordination and supervision of assignments as regards the legal work. •Make various types of recommendations to senior officials of the Organization with respect to actions to take. •Provide expert legal advice on and supervises research studies and the preparation of legal opinions, as well as performs extensive legal research and analysis on highly complex or novel legal issues/questions and prepares legal opinions, studies, briefs, reports, and correspondence. •Provide expert legal advice on and supervises the review, negotiation and drafting of major contracts, agreements, indictments, institutional and operational modalities, legal submissions/motions, and other legal documents; develops new legal modalities to meet unique needs/circumstances. •Supervise the defense and pursuit of claims or disputes; negotiates the settlement of major claims and prepares legal documentation relating to such settlements. •Represent, or supervise the representation of, the Organization on major cases before arbitral tribunals and in administrative proceedings. •Provide legal advice to senior officials on the interpretation of personnel policies, regulations and rules, including the review of administrative implications of Administrative Tribunal judgments. •Represents GLD in senior inter-departmental committees, various standing boards, committees, ad hoc working groups and task forces, as required; in consultation with the Office of the Legal Counsel, coordinate the annual meetings of the Field Legal Officers hosted by OLA. •Contribute to review and design of new, or new applications of, legal instruments, policy, guidelines, systems.

Competencies Professionalism: In-depth knowledge of, and extensive experience in the practical application of international law, including international commercial matters and/or the law of international organizations as practiced in the context of peacekeeping and other operations in the field is required. Ability to advise senior officials independently and with little advance notice on matters related to peacekeeping practice. Excellent analytical and drafting skills, including ability to deliver final drafts of legal opinions on complex matters under pressure is required. Thorough knowledge of the UN system, organization and interrelationships is required.

Communications: Excellent communication skills (spoken, written and presentational), including ability to explain complex issues and defend principled positions in meetings; demonstrates openness in sharing information and keeping people informed. Asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match the audience; demonstrates openness in sharing information and keeping people informed.

Education Advanced university degree (Master’s degree or equivalent) in law with specific focus in international law. A first-level university degree in law with specific focus in international law in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible professional experience in law, most of which should be in the field of public international law, is required.

Experience in dealing with issues related to the operational activities of United Nations, or similar international organization, peace-keeping or special political mission is desirable.

Experience as a legal officer in the legal office of a United Nations, or similar international organization, peace-keeping or special political mission is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Fluency In French is desirable. Knowledge of another official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent for a period of one year or longer. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period.
