- Fluency in oral and written English is required.

What we offer: a When-Actually Employed (WAE) contract where the incumbent is expected to work an average of a few days a week. The request of working days per week may change depending on the deadlines/activities planning. Duration of the contract is 11 months.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Information and technology capabilities are at therefore at the core of WFP’s transformation. Since the last few years, WFP has embarked on an ambitious digitalisation journey to become a customer-centric, data-driven organisation. As such, it also consistently invested efforts to maintain robust policies, strategies, and governance frameworks to support this journey.
With WFP’s new Strategic Plan 2022-2025 coming to force, WFP requires a new IT Strategy that would enable the achievement of the organisational, strategic objectives set forth in this Plan. The Senior IT Strategy Consultant will have an important role in shaping the vision and overall objectives, by drawing on WFP’s experience, broad stakeholders and foresight in relevant sectors, to leverage Information and Technology for continuous re-engineering of WFP’s organisational processes with the aim of maintaining efficient, effective and reliable field operations.
ACCOUNTABILITIES/RESPONSIBILITIES
Under the supervision of Chief of Governance and Partnerships of the Technology Division and in collaboration with the Chiefs of other Branches of the Division, the Senior Technology Strategy Consultant will be responsible for:
Developing an IT Strategy of WFP for 2023-2026, in support of the wider organisational Strategic Plan, through a multi-stakeholder approach. This Strategy will consist of two key elements: a) the foundational component, enabling the efficient, effective, and reliable operations of WFP, and b) the transformative power of data and technology for continuous re-engineering of WFP’s business processes and to support the humanitarian/development sector.
Developing, with all Branches in the Technology Division and relevant business Units, a phased operational and implementation plan for the IT Strategy, including identifying short-, medium- and long-term deliverables; indicators and mechanisms for systematic measurement of progress and mitigation of risks; resource requirements; partnerships; change management; and other implementation requirements.
Lead in identifying, planning and drafting of evidence-based strategic papers and best practice notes on WFP’s on digital transformation, reflecting both global and field experiences, for internal use as well as for dissemination to the wider humanitarian/development sector, for the donor community, partners, ad staff of WFP.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education
Advanced University Degree in public policy, project management, social sciences, or another related field or first university degree with additional years of related work experience or trainings/courses.
Experience
- At least eight (8) years of professional experience in developing strategies and governance/policy frameworks for complex organisation, and in providing cogent policy advice, including to senior management
- Has managed complex projects, including policy formulation projects or strategy development, requiring innovative recommendations and approaches in the IT sector and in the humanitarian/development contexts
- Has built strong relationships across various functions of an organization
- Has solid experience in dealing with diverse stakeholders, including senior management, and in and in organizing strategic-level meetings
Technical Experience, Skills & Knowledge
- Highly skilled in drafting and aligning IT strategies with business strategies and requirements
- Fully abreast of latest knowledge and best practices in the IT industry to adapt relevant strategies and best practices in diverse organizational settings
- Collaborative hands-on team member, relationship-builder with a strong business partnering skills and customer service orientation
- Excellent critical thinking, proactive problem-solving and ability to synthesize complex information
- Excellent interpersonal and organisational skills to bring together diverse stakeholders for strategic and planning exercises
- Excellent editing and writing skills
- Ability to influence and adapt communication styles to different situations and individuals
- Ability to work independently, to prioritize and to meet deadlines
- General knowledge of UN system policies, rules, regulations and procedures governing administration is an asset
Language:
Fluency in oral and written English is required. An intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
