IMPORTANT INFORMATION:

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

The position is assigned in the Digital Innovation and Architecture Division (ITIA) within the Information Technology Department (ITD). ITD enables ADB’s IT transformational projects and operations required for the Bank’s activities and knowledge exchange. The office delivers IT services and solutions, provides tools and knowledge platforms, and supports ADB's endeavors to leverage the optimal use of information and communication technology in developing member countries.

ITIA spearheads the development of an IT strategy, aligning ITD with ADB’s businesses. The division ensures that the technology needs are being met, the use of technology in ADB is streamlined, and technology innovation is promoted within the Bank. It also monitors IT governance within ITD.

Job Purpose

Senior IT Officer (Data Scientist) is responsible for collaborating with stakeholders to identify departmental needs, utilizing data analysis techniques such as machine learning and statistical modeling to develop solutions, and presenting their findings for adjustments. The role also involves implementing data collection frameworks, automation tools, and data correlation to extract actionable insights, while requiring qualifications in relevant fields and a commitment to continuous learning in the evolving field of data science. The incumbent will report to designated International Staff.

- Statistical Analysis: Identifying data patterns and anomalies to discover solutions within the data.

- Machine Learning: Developing algorithms and statistical models for objective data analysis.

- Computer Science: Applying principles of numerical analysis, software engineering, database systems, and artificial intelligence.

- Programming: Writing computer programs to analyze data, using languages like SQL, Java, Python, and R.

- Data Storytelling: Communicating actionable insights to non-technical audiences and facilitating cross-departmental communication. Project Management: Effective project management skills can help in managing complex data science projects, including setting timelines, prioritizing tasks, and managing resources efficiently.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
