The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureau of Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States. RSC Asia is based in Bangkok, Thailand, with a sub-office in Kuala Lumpur, Malaysia.

Job Overview/Summary:

The Senior IT Infrastructure Manager is responsible for managing and maintaining the IT infrastructure of Thailand RSC. In close collaboration with Country IT team & IRC IT Engineering teams, and in alignment with the donor, NIST and IRC IT and information security standards, its responsibilities would include systems administration, network administration, identity and access management, incident response and management, security compliance, backup and disaster recovery, risk management, and documentations & reporting. This position reports to the Technology and Information Security Coordinator.

Major Responsibilities:

System Administration. In close collaboration with IRC Systems Engineering, install, configure, and manage the RSC’s servers, operating systems, and software applications. This involves ensuring that the systems are properly secured, patched, and updated to protect against vulnerabilities and threats. Network Administration. In close collaboration with IRC Network Engineering, manage the RSC's network infrastructure, including routers, switches, firewalls, and network protocols. The role includes configuring and monitoring network devices, implementing security measures such as access controls and intrusion detection systems, and ensuring network performance and availability. Identity and Access Management. Manage user accounts, permissions, and access rights to various RSC IT resources. This includes implementing strong authentication mechanisms, enforcing password policies, and controlling access to sensitive data and systems. Incident Response and Management. In close coordination with IRC Global Information Security, identify and respond to security incidents. This involves monitoring systems for signs of unauthorized access or malicious activities, investigating security breaches, and implementing measures to prevent similar incidents in the future. Security Compliance. In close coordination with IRC Global Information Security, ensure that the RSC IT infrastructure aligns with NIST security standards and guidelines. This includes conducting regular security assessments, vulnerability scans, and penetration testing. The role will also assist in developing and implementing security policies, procedures, and controls to address compliance requirements. Backup and Disaster Recovery. Responsible for implementing backup solutions to protect data and systems from loss or damage. This involves establishing backup schedules, verifying backup integrity, and periodically testing disaster recovery plans to ensure business continuity in the event of a system failure or disaster. Risk Management. Assess and mitigate risks related to the IT infrastructure. This includes identifying potential vulnerabilities, evaluating the impact of security threats, and implementing appropriate safeguards to minimize risk exposure. Documentation and Reporting. Maintain comprehensive documentation of the IT infrastructure, including configurations, procedures, and incident reports. This includes providing regular reports on the status of the infrastructure, security incidents, and compliance measures to RSC management and relevant stakeholders. IT Asset and Service Acquisition and Management. Provide support in IT budgeting, initiating IT equipment acquisition and participating in bid analysis for acquiring RSC IT assets and services based on IRC and donor guidelines. Responsibilities also include maintaining hardware and software records and managing its assignments including timely handover of equipment required by roving staff for domestic and international emergency missions. The role also ensures close oversight of IT service contracts, equipment warranties and software maintenance agreements. Software and Hardware Support: In partnership with IRC Global Service Desk and relevant engineering teams, ensure provision of support to end users in installing, configuring, and troubleshooting software applications and hardware devices. This can include providing guidance on software usage, resolving compatibility issues, and diagnosing hardware problems. I&C Guidelines – ensure that RSC regional office, sub-offices and field offices have systems in place to ensure compliance with IT related requirements in the Integrity and Compliance Guidelines. Responsible for tracking data and consolidating data received from sub-offices into one RSC report.

Qualifications

Job Requirements

Education: Degree on engineering or technology or equivalent technical work experience

Technical Skills: -Proficiency in Windows desktop and server operating systems. -Knowledge of networking concepts, protocols (TCP/IP, DNS, DHCP), and network administration. -Experience with virtualization technologies, such as VMware or Hyper-V. -Familiarity with cloud computing platforms, such as AWS, Azure, or Google Cloud. -Understanding of backup and disaster recovery solutions. -Proficiency in server and infrastructure management tools. Security Knowledge: -Understanding of cybersecurity principles and best practices. -Knowledge of security frameworks, such as NIST, ISO 27001, or CIS Controls. -Experience in implementing security measures, such as access controls, encryption, and intrusion detection systems.

Troubleshooting and Problem-Solving:

-Strong analytical and problem-solving skills to identify and resolve complex technical issues. -Ability to diagnose and troubleshoot hardware, software, and network problems. -Experience in root cause analysis and incident response.

Communication and Collaboration:

-Excellent verbal and written communication skills to interact with end users, colleagues, and management effectively. -Ability to explain technical concepts to non-technical individuals. -Collaboration skills to work with cross-functional teams and stakeholders. -Strategic thinker with excellent interpersonal, communication, leadership and negotiation skills.

Certifications:

-Industry certifications such as CompTIA A+, Network+, Security+, or Microsoft Certified: Azure Administrator Associate can enhance your profile and validate your skills.

Experience:

-Previous experience in IT infrastructure management, system administration, or network administration is highly valuable. -Experience with IT service management frameworks like ITIL is beneficial. -Familiarity with compliance requirements and regulations related to IT infrastructure, such as GDPR, HIPAA, or Section 889

Working Environment: The position is based in Bangkok in an urban office environment. The position may require both domestic and international travels to support delivery of USRAP processing within Thailand and throughout Asia. A valid passport and the ability to acquire US and other visas, as necessary, is a requirement.
