Background Information - Job-specific

The purpose of the Internal Audit and Investigations Group (IAIG) is to provide independent and impartial assurance and advice to improve UNOPS operations. The group reports on the use of resources administered by UNOPS and the effectiveness of internal control systems; and enhances the effectiveness of risk management, control and governance processes. Furthermore, the Internal Audit and Investigations Group leads the Executive Director’s investigations into alleged fraud, corruption, waste of resources, abuse of authority or other misconduct and violations of UNOPS regulations, rules and administrative instructions.

The Senior Assistant will work under the overall supervision of the Manager of Investigations Unit.

Functional Responsibilities

1. Support the Investigation Unit

⦁ Provide support in coordinating all aspects of UNOPS cases and ensure appropriate steps are taken in a timely fashion; this also includes the management of the case system. ⦁ Draft, review, and/or analyse routine documents as requested by investigators; identifying potential witnesses; participating in interviews; preparing records of interviews; obtaining documentary and other types of evidence; drafting and presenting investigative findings; drafting case open and closure reports; fact checking and verifying investigation reports. ⦁ Generate reports, statistics from databases and provide substantive support to IAIG in preparing progress and annual reports. ⦁ Provide support with data extraction and conducting research using UNOPS Databases (ERP, eSourcing, etc) as well as publicly available materials. ⦁ Draft, review, and/or analyse routine documents as requested by investigators. ⦁ Attend team meetings, take minutes, organizes and tracks action for follow-up. ⦁ Liaise with donor and provide updates on results of investigations.

2. Logistics and Administrative support to the investigations team

⦁ Logistical arrangement for investigations missions: Preparing travel authorizations, bookings, logistical arrangements, and managing the related records and documentation; ⦁ Recording and Monitoring of IAIG retainers contracts. ⦁ Submitting invoices, purchase order, and payment documentation to Finance. ⦁ Maintain the IAIG intranet. ⦁ Manage IAIG assets and office equipment. ⦁ Perform any other administrative tasks, as requested.

Education/Experience/Language requirements

Education requirements: ⦁ Completion of secondary school or equivalent. A Bachelor or master’s degree in the areas of law, accounting, criminal justice, business or public administration, or other relevant areas will be considered a strong asset.

Experience requirements: ⦁ At least two years of relevant administrative experience in the field of investigation, monitoring and evaluation, or a related field, is required at the national or international level. Experience in the usage of computers and office software packages, advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Languages requirements: ⦁ Fluency in English is required. Fluency in French would be an advantage. Knowledge of a another UN working language is desirable
