Job Description

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 15.3 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes, and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon, and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding, and coordination.

Job Overview/Summary:

IRC Syria country programme has recently united under one leadership for the entire Syria response. Under this structure one Senior Management Team based in Amman is leading the implementation of program activities within Northeast Syria and North West Syria (from Gaziantep).

The Senior Integrated Protection (IP) Coordinator is a strategic leadership position working under the direction of Program Director for Quality and Implementation (PDQI). This role will be responsible for leading a unified Protection strategy for Syria across the two hubs (Northwest and North East Syria) with 1 IP Coordinator in each hub reporting into the Senior IP Coordinator directly. The hub-specific IP Coordinators are responsible for implementation and partner management within the hub, including by ensuring the full implementation of tools, systems, budget management, and reporting of protection activities within the hub, whereas the Senior IP Coordinator instead focuses on strategic leadership across hubs. This will involve creating, updating, and implementing the Integrated protection strategy for whole of Syria (with particular attention to hub-level sensitivities, donor relations, and UN and clusters relations), acting as main driver in all new proposals design and writing, and providing oversight and support to quality implementation of ongoing grants in each hub (e.g., ensuring quality spending plans, work plans and budget management is in place).

The Integrated Protection sector in IRC includes 3 sub-sectors: Child protection, Women Protection and Empowerment, and Protection and Rule of Law. The role is based in Amman, with 30% to 50% of time expected travel to field sites.

Responsibilities:

Program Management, Technical Quality, and Strategy:

• Provide strategic direction, leadership and overall technical and management oversight to the integrated protection portfolio in Syria in line with the Strategy Action Plan outcomes for safety.

• Lead in the management of the protection sector teams in Syria, including the IP Coordinators and Sr. Managers responsible for delivery of their respective programs. This is a strategic role which requires strong skills in team management and a structured approach to program delivery.

• In collaboration with the PDQI and other relevant teams, develop a comprehensive integrated protection strategy for Whole of Syria based on the emerging protection issues around access to basic services, protection services and enhance our capacity to efficiently and coherently deliver needs-based integrated protection services, and incorporating an appropriate balance of partnerships and direct implementation.

• Working closely with sector leads, ensure IRC’s ongoing integrated protection program reflects standards for best practice, quality, and innovation, and are responsive and adapted based on monitoring data to ensure implementation modalities remain context- and need-appropriate.

• Ensure effective, collaborative protection partnerships with partner organizations that result in more effective, responsive, and timely service.

• Promote protection mainstreaming activities across sectors and field teams in core protection programming areas, including child protection, women’s protection and protection and rule of law areas.

• Provide oversight and support to protection programming in each hub, ensuring smooth management and integration of project work plans and budgets (budget forecasting, development of spending plans and budget follow-up), timely recruitment, partner support plans, and accurate reporting in accordance with IRC and donor regulations.

• Liaise with Technical Unit advisors to ensure relevant support, tools and resources are being provided and integrated into programming.

• Actively and meaningfully participate in all grant management meeting processes.

Program Development:

• Proactively continue to grow the Syria integrated protection portfolio through development of concept notes and proposals to existing and new donors, maintaining a coherent integrated protection strategy across IRC’s areas of intervention.

• Support the identification of opportunities for integrated programming initiatives in support of service delivery and/or thought leadership in collaboration with country program senior management, business development staff and TU advisors. Collaborate with Syrian partners on the identification of business development opportunities, and the design of new interventions.

• Anticipate, plan, and manage programmatic and structural transitions.

• Support the development of business development skills among sector leads and staff.

Program Quality and Innovation:

• Provide guidance to the IP team regarding tools and strategies to ensure that programming is based on input from communities, local partners and local/national stakeholders, a thorough understanding of the context, and technical best practices.

• Support collaboration between the IP and MEAL teams to develop, adapt and implement appropriate monitoring and evaluation systems that enhance program quality, increase effectiveness and measure results. Support IP Teams to use evidence and learning to inform outcome-driven programming, to measure and use data to drive decision-making, and to use feedback from the community to shape programs.

• Lead development of innovative approaches and toolkits for protection, including by helping IRC enter new programmatic areas within IP. Roll out and oversee the implementation of these efforts and support learning on their effectiveness in Syria and among other IRC country programs.

• Work with other programmatic teams to identify ways to increase integration of programs across sectors.

• Support the roll-out of new IRC tools to improve program quality, including the new Project Cycle Meeting approach, the IMPACT Standards, the updated Partnership Excellence for Equality and Results System, and others as needed.

Staff Performance Management, Learning & Development

• Hire, supervise, and build the capacity of team members in relevant technical and management competencies.

• Develop and implement remote management capacity building approaches to build the strengths the teams in Syria.

• Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

• Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.

• Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.

• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths.

• As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

• Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train, and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.

Coordination & Representation:

• Represent the Whole of Syria IP sector in high-level discussions with donors.

• As needed and in coordination with the hub-specific IP Coordinators and country program management, represents IRC in inter-agency forums and discussions.

• Regularly coordinate with internal program and operational stakeholders, the various Protection Technical Advisors in HQ, Airbel (Research and Development), and other IRC colleagues.

• Participate in relevant working groups both within and outside of the UN cluster system.

Required Experience/qualification/Skills:

Education:

BA/BS Degree in protection-related field, international development, social sciences, or another related field; MA/MS a plus.

Work Experience:

• Minimum of 7 years international professional experience implementing humanitarian protection programs, several of which was at a was at senior management level (international experience required).

• Exposure to and working knowledge of multiple types of protection programs, particularly women’s protection and empowerment, child protection, and general protection and rule of law.

• Demonstrated experience in capacity building, project design and budget management.

• Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders.

• Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; ability to work with a broad spectrum of people.

• Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.

• Excellent communication and interpersonal skills, including the ability to effectively manage a variety of multi-level relationships in a multicultural environment;

• Demonstrated experience managing projects with stakeholders and team members without direct managerial oversight;

• Demonstrated experience in developing and implementing programmatic strategies.

• The ability to work productively and accurately while under pressure in a fast-paced, demanding environment;

• Comfort understanding when to handle problems independently and when they should be flagged to leadership;

• Demonstrated ability to collaborate effectively with colleagues in ‘remote’ and distant, diverse teams;

• A flexible work attitude, meaning the ability to work in a team environment or independently, and the ability to meet unexpected demands;

• Mastery of MS Word, Excel, PowerPoint, and Outlook.

Language/Travel:

• English is required, Arabic is a plus.

• Travel: 30-50% to field sites in Syria and Turkey and attending regional and global workshops and meetings.
