Org. Setting and Reporting This position is located in the Enterprise Architecture Section (EAS), in the Office of Information and Communications Technology (OICT). The EAS provides oversight and services for information architecture for the United Nations Secretariat globally. The incumbent reports to the Chief of the Policy and Compliance Service who oversees the EAS.

Responsibilities Within delegated authority, the Senior Information Systems Officer (Enterprise Architecture) will be responsible for the following duties:

  • Conceptualizes, develops strategy for and oversees the design and implementation of major systems initiatives in the area of enterprise architecture; manages/oversees multiple, concurrent and often disparate tasks, guiding projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages. Identifies enterprise architecture goals, objectives and metrics and establishes direction for the Secretariat-wide vision for enterprise architecture issues, policies, standards, priorities and projects.
  • Provides authoritative technical and policy advice to senior managers, project owners and the Architecture Review Board (ARB) on systems development in a changing business environment as well as the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices.
  • Leads and directs a team of information systems officers; plans and oversees the management of activities for the Enterprise Architecture Task Force; plans and manages work assignments of the Section under his/her responsibility; coaches, mentors, and evaluates staff; participates in the recruitment and selection of new staff and in the development of training programs; mentors and supervises the work of new junior officers, contract staff, etc.
  • Manages the procurement process, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent administrative, financial, human resources and other information systems.
  • Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality. Contributes to the review of proposed ICT projects to ensure their alignment with Secretariat-wide standards and architecture frameworks.
  • Sets up, controls and oversees Helpdesk support services.
  • Prepares and monitors the budget, work program, and spending plan of the Section; determines resources including budget, staff, training needs and resource allocation. Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in annual reports.
  • Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work, with respect to integration solutions and the promotion of service-oriented architectures.
  • Ensures the development of standards, procedures and practices to guarantee a stable and effective systems environment; develops documents, maintains and oversees a related compliance programme for IT policies and procedures in the field of Enterprise Architecture.
  • Represents the Organization at inter-agency meetings, seminars, etc., on substantive-related issues.

    Competencies - Professionalism: Expert knowledge of the field of enterprise architecture; demonstrated advanced technical and broad knowledge of all aspects of the design, development, management and implementation of highly complex information systems within organizational enterprise architecture. Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information systems and business operational issues in order to thoroughly analyze and evaluate critical systems matters. Knowledge of a range of computer languages and development paradigms; knowledge of the organization’s information infrastructure and IT strategy as it relates to user area(s). Ability to integrate knowledge with broader strategic, policy and operational objectives. Ability to advise senior management on enterprise architecture matters, including the establishment of related standards, policies and procedures; strong negotiating skills and ability to influence others to reach agreement on difficult issues. Ability to work under pressure and provide high quality deliverables in difficult situations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

    Education Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of ten years of progressively responsible experience, including management experience, in implementing an enterprise architecture programme is required. Experience in the planning, design, development, implementation and maintenance of integrated computer information systems and service-oriented architecture is required. Experience with federated identity management and authentication concepts and solutions is required. Experience in coordinating working groups and providing policy advice and guidance on enterprise architecture is required. Experience with The Open Group Architecture Framework (TOGAF) and related frameworks is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
