Org. Setting and Reporting This position is located in the United Nations Peacekeeping Force in Cyprus (UNFICYP). Within delegated authority, the Senior Information Analyst/Chief JMAC (Joint Mission Analysis Centre) will be responsible for coordinating and supervising the activities of the JMAC which include the management (collection, coordination, analysis and dissemination) of information in order to support decision making, early warning, policy development and planning within the Mission. He/she also serves as mission focal point for implementation of the Comprehensive Planning and Performance Management System (CPAS) in UNFICYP. The Senior Information Analyst/Chief JMAC reports to the Senior Advisor or his/her designate.

Responsibilities In consultation with the Senior Advisor and/or the Head of Mission, ensure that Information Requirements (IR) and Priority Information Requirements (PIR) are established and maintained, and that priorities are established for information collection and analysis in accordance with the mandate of the integrated mission.

  • Provide briefings to the Mission Senior Management Group, Senior UN staff and visiting delegations and represent the JMAC in mission-level meetings and other events.
  • Daily manage the JMAC team of civilian and uniformed personnel and JMAC focal points.
  • Oversee the coordination of Requests for Information between the JMAC and other Mission components, the UN Country Team and UN Headquarters.
  • Ensure appropriate orientation of the gathering of comprehensive information about events or actions that may affect the successful implementation of the Mission's mandate.
  • Support contingency planning and participate in strengthening the ability of Senior Mission Leaders to be informed and understand developments on the ground.
  • Oversee the monitoring of a wide spectrum of information sources including integrated Mission daily and weekly situation reports, Mission component reports, local news including intelligence related material and interaction with National Government officials, International Organizations, Diplomatic Community and Civil Society Organizations.
  • Oversee and ensure the timely production and quality of products: risk analyses, threat assessments, Early Warning Notes, analytical reports on key political, security, socioeconomic, humanitarian and regional issues.
  • Data innovation and analytics: design and oversee the development of data management, collection, visualization and analysis tools (e.g. databases, dashboards) in support of data driven evidence-based analysis.
  • Develop user-friendly visual products (e.g. factsheets, datasheets, infographics, profiles, maps, etc.)
  • Support and liaise closely with the Mission Crisis Management Team.
  • Manage and supervise JMAC staff and focal points with a range of expertise (military analysts, UNPOL, political affairs, civil affairs, information assistants and technical IT/data management and GIS expertise).
  • Perform other relevant duties as directed by the Senior Advisor and/or Head of Mission.

COMPREHENSIVE PLANNING AND PERFORMANCE MANAGEMENT SYSTEM (CPAS):

  • Oversee implementation of all aspects of the Comprehensive Planning and Performance Assessment System (CPAS) and Chair the CPAS working group.
  • Oversee periodic reviews of the mission CPAS framework and indicators, ensuring alignment with the mission mandate and mission concept, and periodic context mappings and stakeholder analyses;
  • Develop and oversee the data collection plan for CPAS and ensure streamlining of data collection and reporting.
  • Oversee organization of the Mission Planning Unit of periodic performance assessments on mission activities (R-E-D analysis).
  • Conduct and oversee quarterly indicators/trends analysis, analyze findings, formulate, operational and strategic recommendations for mission leadership.
  • Using CPAS data and assessments coordinate the production of regular comprehensive performance reports for mission leadership and infographics and visuals in support of reports and briefings to the Security Council.

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in in political science, social sciences, international relations, law, public administration, economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten (10) years of progressively responsible experience in intelligence or information analysis, political or international affairs, journalism, security (military or police) or related field with advisory/managerial responsibilities is required.

Experience in leading and managing a team is required.

Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience working in an integrated civilian military-police environment is desirable.

Data proficiency and experience in data analytics are desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
