The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

This position reports to ICT Specialist – Identity and Access Management. It is part of the Application Platforms and Services (APS) Unit under ICTD’s Technology Architecture and Operations (TAO) in Valencia, Digital Core.

The Application and Platforms Services (APS) Unit is the global architecture and engineering lead for UNICEF’s global Identity and Access, Mobility and Cloud Platforms Services portfolio.” and it serves both UNICEF and the UNICEF Hosted Funds.

How can you make a difference?

The incumbent will assist the ICT Specialist (Identity and Access management Architect) in the deployment and management of Identity and Access management platforms, including configuration, maintenance, fault monitoring and performance.

Summary of key functions/accountabilities:

  • Work collaboratively with relevant IT teams to provide Identity and Access solutions to enterprise platforms including cloud and third-party platforms.
  • Perform regular system monitoring by verifying the proper functioning of all data interactions between our IAM platforms and all other disparate systems.
  • Assist project teams with technical issues, including technical strategy, analysis, and design. Support operations staff in the execution, testing and implementation of IAM related solutions.
  • Automate tasks required to complement the implementation and control of the interaction between all internal and external applications and data repositories.
  • Ensure that IAM processes adhere to security and organization’s policies. Conduct research to enable continuing innovation in the IAM infrastructure. Review and recommend efficient approaches to Identity and Access Management tasks.
  • Provide advanced support for operational functions of IAM systems. Troubleshoot and debug environment and infrastructure problems found in production and non-production systems.
  • Writing and modifying technical documentation; may assist with writing and modifying user-facing documentation.
  • Perform other related duties and participate in special projects as assigned.

Minimum requirements:

  • Education: Completion of secondary education (high school diploma) is a minimum requirement, supplemented with university-level courses in Computer Science, Mathematics, Statistics or Social Sciences is an asset.
  • A bachelor’s degree from a recognized academic institution in a field relevant to the position may replace three years of related work experience. A master’s degree may replace an additional two years.

  • Work Experience: At least 7 years of relevant work experience in the following areas:

  • Active Directory, Active Directory Federation Services, LDAP, Microsoft Web Application Proxy, Microsoft Identity Manager, Directory synchronization services, Microsoft Entra ID, Microsoft 365.
  • Working experience with DNS and certificate services.
  • Working experience with SAML, OAuth, OpenID etc.
  • An understanding of Azure technologies such as B2C, B2B collaboration and integration services in general.

  • Language Requirements: Fluency in English is required.
