The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

UNICEF is going through an exciting digital transformation that will influence the work of the entire organization. As part of this transformation, UNICEF has opened a new ICTD Digital Core office in Valencia, Spain to execute ICTD’s digital strategy across all UNICEF locations globally.

The Senior ICT Associate (Network Operations) is in the Connectivity, Communications and Collaboration (CCC) Unit in the ICTD Digital Core, Platforms and Service Delivery Section in Valencia, Spain. The CCC Unit leads the enterprise network architecture and engineering for UNICEF, supervising global campus and datacenter networks, unified communications, and internet connectivity operations.

This position is supervised by the ICT Specialist (Network Engineer) at the P-3 level. Occasional travel might be required.

How can you make a difference?

The Senior ICT Associate (Network Operations) supports and maintains predictable and satisfactory network user experience across the 500+ UNICEF offices and campus networks globally.

Key responsibilities:

1. Global Campus LAN/WiFi Support • Support the management and monitoring of a pool of approximately 1,200 layer 2/3 switches and 3,000 wireless access points or bridges dispatched in over 130 countries. • Assist offices with the deployment of switches, either in flat, redundant, or routed mode. • Implement VLANs and Network Access Control policies. • Assist offices with the deployment of the standard corporate WiFi solution (802.1X). • Assist with the maintenance and development of splash pages for guest WiFi access.

2. Maintain UNICEF’s Wide Area Network (WAN) • Support the management and monitoring of a pool of approximately 500 edge appliances dispatched in over 130 countries. • Help offices configure and manage local internet service providers. • Assist offices with the deployment of standard security policies for edge appliances, including layer 3/7 firewalls, content filtering, intrusion prevention, threat protection and VPN hubs/spokes. • Assist offices with the configuration of standard connectivity protocols or services including DHCP, routing (OSPF, BGP), path selection (SD-WAN, SD-Internet) and QoS.

3. Support Day-to-Day Net Global Network Operations and Rollouts • Provide level 2 day-to-day network related technical support to field offices. • Troubleshoot, solve, or escalate network incidents within SLA targets. • Maintain the network equipment inventory, licenses, and services. • Identify potential gaps in existing campus networks and suggest upgrades. • Assist the engineers to engage with the local ICT workforce prior to migrations or releases. • When required, debug problems and reproduce issues in the lab.

4. Maintain Documentation and Assist in Procurement Activities • Maintain network related guidelines, Wiki, FAQs, knowledge articles and SharePoint sites. • Support, organize, and conduct webinars, training workshops and clinics to build internal capacity or to introduce new solutions and services. • Assist with the network training curriculum and learning platform. • Guide field offices on procurement of network equipment by providing standard technical specifications and responding to requests for clarification.

To qualify as a champion for every child you will have…

Academic Degrees: • Completion of secondary degree (High School Diploma or equivalent) is required. • University level courses or Bachelor’s Degree in Computer Science, Networking, Telecommunications, or a related field are desirable.

Professional Experience: • A minimum of 7 years of progressively responsible experience working with network infrastructure operations and administration is required, including: o Experience in LAN, WiFi, and WAN implementations o Experience supporting users or branch offices in a network related field o Demonstrated understanding of networking concepts including TCP/IP, VLANs, network security, IP routing, WiFi, VPNs, and redundancy.

Desirable: • Experience managing networks in multi-country organizations (private or public sector). • Familiarity and experience with Cisco’s offering and product lines. • Cisco CCNA or CCNP certification. • Certification or proven experience in network administration/monitoring software, Windows Server/Client platforms, Microsoft Office 365, Video Conferencing and related hardware. • Familiarity with Azure networking. • Knowledge of common scripting languages (DevNet).

Language Requirements: • Fluency in English is required. • Knowledge of another official UN language (Spanish, French, Arabic, Chinese or Russian) is an asset.
