Org. Setting and Reporting This post is located in the Human Rights Office of the United Nations Assistance Mission for Iraq (UNAMI) in Baghdad. The incumbent of the post reports to the Chief Human Rights Officer of UNAMI.

Responsibilities Within delegated authority and under the direction and guidance of the Chief Human Rights Officer, the Senior Human Rights Officer will be responsible for the following duties: •Assists the Chief Human Rights Officer in identifying priority areas for the work of the human rights office and in developing the office workplan addressing those priority areas and overseeing its implementation in the Kurdistan Region of Iraq. - Designs policies and activities of the human rights office aimed at addressing human rights issues of concern, particularly in relation to protection of civilians, rule of law, and other priority areas in the Kurdistan Region of Iraq. •Formulates approaches and strategies to address other human rights issues of concern, including ensuring that gender equality perspectives are appropriately addressed. •Serves as the representative of the Chief Human Rights Officer in the Kurdistan Region of Iraq, including representing her or him in high level meetings with a range of interlocutors, advising on human rights areas of concern, and ways and means of addressing human rights issues. - Ensures the flow of information regarding human rights issues within the human rights office, within the Mission, to the United Nations Country Team (UNCT), and to OHCHR HQ in Geneva. - Assists the Chief Human Rights Officer in overseeing the day-to-day management of the Human Rights Office in Erbil and human rights presences in other areas of Iraq as assigned by the Chief Human Rights Officer. - Assists the Chief Human Rights Officer in formulating and managing the programme of work, budget and other administrative matters concerning the human rights office and its staff in the Kurdistan Region of Iraq. - Oversees the preparation of human rights thematic, regular and ad hoc reports as well as preparing inputs on human rights issues for other reports required by the Mission. - On behalf of the Chief Human rights Officer, develops and maintains relations with a range of interlocutors, including senior Government officials and civil society organisations and their representatives and advises them on human rights issues and policies and ways of addressing gaps in the respect and protection of human rights in the Kurdistan Region of Iraq. •Performs other related duties as required.

Ability to relate and advise on human rights issues and perspectives, including their gender equality dimensions, to other offices within UNAMI and the UNCT with regards to their policies, programmes and activities. Education An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in human rights, political affairs, international relations, law or a related area. Experience in human rights monitoring and reporting is required. Experience in managing country programming and budgeting is required. Experience in working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or non-governmental organisation – in a conflict or post-conflict setting is required. Experience in dealing with high level Government officials and developing and implementing capacity building programmes with a range of Government and non government interlocutors is desirable. Responsibilities of this post include management of large programme concerning human rights of ethnic and religious minorities in Iraq, therefore experience in this area is highly desirable. Work experience in the Middle East is highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Arabic language is desirable.
