Senior Human Rights Consultant - Part Time

Expected duration This is part -time consultancy. Consultant is expected to work three working days per week from 1 October 2022 to 31 December 2022.

Duties and Responsibilities The United Nations in Serbia, through the Sustainable Development Cooperation Framework, is committed to uphold the international principles and norms of the Human Rights agenda in all its work in Serbia, in support of the Government, the civil society and all relevant stakeholders. The UN Cooperation Framework, guided by Agenda 2030 and the sustainable development goals, also put the people at the center of the UN action, with an essential objective to Leave No One Behind. The legal and normative expertise on the Human Rights agenda is provided by the UN Office of the High Commissioner for Human Rights (OHCHR). The UN Resident Coordinator has the responsibility to ensure that the HR and social inclusion agenda is mainstreamed through all UN interventions and to advocate for the full realisation of this agenda with all our partners.

Under the direct operational supervision of the UN Resident Coordinator (RC), the Senior Human Rights Consultant will, among other tasks, advise, assist and support the UN Resident Coordinator and the UN Country Team in the human rights area, social cohesion and trust building, engagement with representative bodies of the government of Serbia and engagement with civil society. S/he will support the RC and UNCT to work with national stakeholders to build, strengthen, and sustain nationally owned and driven efforts to build just and peaceful societies, fight exclusion and inequality, including as generated by new threats such as climate change, pollution and natural resource management. The consultant will coordinate his/her actions with the OHCHR team and with other agencies on relevant topics.

Knowledge Management Ability to efficiently handle and share information and knowledge

Communication Excellent written and oral communications skills, including the ability to convey complex concepts and recommendations at senior levels. Teamwork Ability to establish and maintain effective working relationships with multiple team configurations. Academic Qualifications: - University-level (Masters equivalent) degree in human rights, public or international law, political science, international relations, or a related field or, exceptionally, Bachelor's degree in the named areas and equivalent experience; - Familiarity with the UN human rights system; - Familiarity with European human rights law will be regarded; Experience: - A minimum of 10 years of relevant professional experience at national and/or international level in the field of human rights, development and/or humanitarian experience; - Extensive knowledge and working experience with regard to the international and national human rights machinery and treaties, approaches and techniques to address complex related issues; - Knowledge of methods and experience of supporting communities to achieve greater inclusiveness, more civic participation and creating opportunities for upward mobility; - Knowledge of the interaction of political, social and economic processes in a society; - Excellent knowledge of human rights issues & frameworks in Serbia, including the relevant political environment and legal framework; Language: Fluency in oral and written English and Serbian
