How can you make a difference?

The Senior Human Resources Associate (Quality Assurance) will be responsible for strengthening oversight over the internal processing at the GSSC, including a new component of service quality assurance, to ensure our HR services are performed efficiently in compliance with UNICEF HR policies, procedures and internal Standard Operating Procedures (SOPs).

In addition, to the role of compliance, the incumbent will also monitor processes, follow up on suspicious transactions, issue reports on trends from data analysis and raise awareness of potential fraud risk.

This role will not have supervisory responsibility and complement the work done by the Subject Matter Expert (SME) function.

This will involve…

  1. Compliance
  • Define Quality Assurance (QA) program and quality guidelines.
  • Perform quality audits and statistical sampling for quality control testing.
  • Conduct QA reviews on Transaction Processing, ensuring full compliance with SOPs.
  • Complete SOP risk analysis.
  • Ensure that comprehensive documentation is in place on which to base compliance review.
  • Ensure that the risk framework is updated and representative.
  • Evaluating process and system improvements.
  • Work closely with Stakeholders keeping them informed of findings and follow up actions required.
  • Prepare monthly QA report with the trends and analysis that highlight issues identified or unresolved and present to Chief HR-Admin, as well as to the respective Stream Leads.
  • Identify specific areas for quality review such as case handling, client communication, knowledge articles, training material, etc.
  1. Monitoring
  • Develop testing and assessment procedures that are uniform throughout the organization.
  • Review all key data elements in representative samples of transactions to identify non-compliant and suspicious transactions
  • Regularly identify gaps in application of policies and procedures
  • Based upon testing results, Review and update risk register and risk framework
  • Design and test reports for QA purposes only related to risk and quality monitoring
  1. Risk Management & Governance
  • Recommend system and process changes to reduce risks
  • Recommend areas for improvement in knowledge sharing and capacity building to improve compliance
  • Ensure the QA recommendation tracker is reviewed and updated on monthly basis with the Stream Leads.
  1. Fraud Detection Programme (Detective Reporting)
  • Conduct Risk Assessment and Fraud Prevention Analysis.
  • Utilize data analytics methods (detective control analysis – see such as variance analysis, verification procedures (completeness and accuracy) to validate fluctuation in data is reasonable and highlight unexpected anomalies requiring further investigation.
  • Request supporting information and evidences from random chosen staff members to compliment the ‘self-certification’ model of business within UNICEF for specific HR entitlements or allowances.
  • Produce detective control reports.
  • Work closely with Stakeholders keeping them informed of findings and follow up actions required.
  1. Additional duties, as required
  • Support the QA function at Human Resources (Administration) and the overall section as required
  • Backstopping colleagues in the team during their leave

To qualify as an advocate for every child you will have…

  • Completion of secondary education (i.e. high school diploma) is a minimum requirement. University level courses in human resources and/or business administration is desirable.
  • Minimum of seven (7) years of relevant work experience in human resources is required. A completed university degree from an accredited institution will be counted towards the minimum work experience requirements.
  • Advanced knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint) is required.
  • Technical knowledge and skills specifically in the areas of data analysis, trend monitoring, reporting mechanisms, and data presentation would be highly desirable.
  • Knowledge and experience in risk analysis of business process is desirable.
  • Previous hands-on experience in planning, organizing and delivering administrative support services is highly desirable.
  • Expertise in running checks and controls on business transactions and processes is an advantage
  • Work experience with a development organization is an asset.
  • Knowledge of UN/UNICEF'S rules, regulations and procedures is considered an asset.
  • Fluency in English (verbal and written) is required.
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset. Knowledge of the local language of the duty station is an asset.
