Org. Setting and Reporting

This position is located in the Planning, Contracting and Reporting Unit (PCRU), Staffing, Diversity and Outreach Section (SDOS), Human Resources Management Service (HRMS), Division for Management (DM), United Nations Office at Vienna (UNOV) / United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. Responsibilities

The incumbent will lead the team responsible for Organizational Design and Job Evaluation in PCRU. Within limits of delegated authority, the Senior Human Resources Assistant will be responsible for the following specific duties: Organizational design and workforce planning (WFP): • Guide stakeholders with regard to WFP and support complex management processes that involve alignment of existing and future staffing structures, including during restructuring and reorganization exercises. • Support the implementation of the workforce plan; monitor and prepare reporting of the action plan; ensure that staffing tables are clean and up-to-date. • Provide expert advice on organizational design, on designing the ideal structure, nomenclature and optimal workforce distribution in line with operational and strategic plans including job (re-)classification, re-profiling of individual roles and workforce planning. • Review, provide advice and prepare recommendations for ideal organizational design and structures, staffing details and distribution of contract types for UNODC field offices. Participate in, and coordinate input for, Secretariat-wide and UNOV/UNODC (pilot) projects for planning tools and strategies to facilitate strategic staffing and planning for future workforce requirements in line with WFP guidelines designed by the Department of Operational Support (DOS) and the Department of Management Strategy, Policy and Compliance (DMSPC). Job evaluation and classification: • Lead and coordinate the review and processing of requests for classification. Analyze and evaluate Job Descriptions/Profiles (JD/JP) and Terms of Reference (ToR) in accordance with the available classification master standards. • Provide expert advice and respond to queries on classification policy issues, rules, procedures and processes, including job content, level, functional titles, job codes and networks, organizational set-up, reporting lines, drafting ToRs and JD/JPs. • Prepare classification notices and advices, lead classification desk audits and prepare desk audit reports. Coordinate administrative support on classification appeals. • Prepare and review a variety of correspondence and communication related to classification activities and initiate follow-up actions. • Review and prepare updates of existing UNODC Generic Job Profiles, design new UNODC GJPs if required. • Design, update and maintain classification website. • Keep abreast of any changes in policy or new initiatives related to classification, and interlinkages with Inspira, SAP/Umoja and the in-house databases. Clearance of Programme/Project documents: • Lead the review of UNODC project documents, project revisions, country and thematic programmes submitted for HR comments and inputs, propose/advise on changes/adjustments/amendments. • Clear in the Umoja Integrated Planning, Monitoring and Reporting Solution (IPMR) technical cooperation project documents and revisions from the HR perspective by reviewing project management mechanisms and structures, project staffing tables, assigned roles of project staff, Job Profiles/Terms of References, organizational setup of the project team and reporting relationships. General • Review and analyze the recommendations and findings of related internal and external audits, prepare recommendations to address referenced issues, monitor and prepare updates of the implementation of recommendations. • Design, implement and monitor statistics on all assigned work areas. • Supervise the maintenance of automated databases and the centralized reference and filing systems. • Undertake research on a range of HR related issues and prepare notes/reports. • Conduct research on precedents, policy rulings and procedures. • Prepare written response to queries concerning HR related matters. • Train and provide supervision to new and lower-level staff in the unit. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other work-related duties as required.

Work Experience

A minimum of ten years of progressively responsible experience in human resources management, administrative services or related area is required. The number of minimum years of relevant experience is reduced to eight for candidates who possess a first-level university degree or higher. Direct work experience in human resources management is required. In-depth work experience in organizational design is desirable. In-depth work experience in job evaluation and the application of classification standards is desirable. Experience working with human-resources modules of an enterprise resource planning (ERP) system, preferably SAP, is desirable. Work experience in the United Nations system or other similar international organization is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
