Org. Setting and Reporting This position is located in the Human Resources Unit of the Economic Commission for Europe's (ECE) Executive Office, based in Geneva, Switzerland.

Under the direct supervision of the P4, Administrative Officer, and the general supervision of the P5, Executive Officer, the incumbent provides support to ECE client divisions in the full range of human resources support services.

Responsibilities Under the supervision of the P4, Administrative Officer, the incumbent:

  • Provides support to ECE client divisions in matters related to recruitment, placement, renewal, separation and vacancy management, including but not limited to:

a. Coordinating various actions related to administration of human resource activities such as recruitment for vacancies, and Consultants and Individual Contractors (CIC)s, job classification etc, ensuring consistency in the application of UN rules and procedures. b. Coordinating with service partner (UNOG) on end-to-end recruitment process through Inspira. c. Monitoring vacancy rates and acting accordingly by overseeing the maintenance of vacancy announcement files and tracking status of vacancy announcements. d. Setting up quarterly meetings with Divisions to discuss staffing table management, anticipated job openings considering workforce planning and/or forecasting. e. Coordinating with service providers all related staff administration issues, such as onboarding, renewal, separation, and benefits administration. f. Coordinating of Rebuttal Panel, SPA Panel, nominations to Central Review Bodies. g. Coordinating filling of P2 vacancies via the Young Professionals Programme (YPP) and the Managed Reassignment Programme (MRP). h. Coordinating submission of Junior Professional Officer terms of reference to DESA. i. Supporting Division Administrative Assistants in performing HR related tasks in Umoja and Inspira – providing training and guidance as needed.

  • Assists in staff development and career support training by acting as focal point to disseminate any information on HR policies, promoting available professional development and training opportunities to ECE staff.

  • Ensures that performance management process is conducted in timely fashion by supporting FROs and SROs with all relevant information required to adhere to the agreed timelines for UN e-Performance stages.

  • Assists in conducting research on a range of HR related issues and drafting of memos, notes, reports, written responses to queries concerning HR related matters.

  • Monitors the implementation and performance of the HR indicators in the Senior Manager’s Compact.

  • Performs any other duties related to the work of the team upon request.

Education High school diploma or equivalent is required.

Work Experience At least ten (10) years of experience in human resources, administration, or a related field is required.

At least three (3) years of experience with an Enterprise Resource Planning (ERP) system, such as Umoja, SAP, Oracle, or similar ERP system is required.

At least two (2) years of experience with recruitment management – in a vacancy management system such as Inspira or similar – is required.

At least two (2) years of experience within the UN Common System or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
