Org. Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 120 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The position is located in the UNDRR Headquarters in Geneva. The incumbent reports to the Human Resources Officer.

Responsibilities Under the supervision of the Human Resources Officer, the incumbent will be responsible for the following duties:

Recruitment of non-staff: Provides guidance and support to hiring managers on the processing of consultants and individual contractors, including the building of the job opening in inspira, the assessment and the selection. Reviews the terms of reference of selected consultants or individual contractors, reviews the remuneration level based on the prevailing rules; etc. Liaises with UNV Bonn for the recruitment of international and national UN Volunteers and coordinates with the hiring managers the recruitment and onboarding of UNVs.

Staffing, HR metrics and reports: Supervises the maintenance of the staffing table in Umoja through the creation, update or expiration of organization units and positions; monitors the staffing table and expire positions as needed. Supervises compilation and preparation of quarterly statistical reports on HR related issues.

Assists the Human Resources Officer in providing guidance and training to staff and management on rules, procedures and workflows related to human resources; Coordinates with service providers and liaise with UNDRR units, sections and offices on a wide range of complex issues related to human resources management; Contributes to the drafting of standard operating procedures (SOPs) on matters related to human resources management. Provides input into policy development for the HR policies of staff.

Staff Administration and Umoja focal point: Liaises with UNOG and other service providers for contracts extensions, personal actions related to staff movements, and separations/exit procedure. Advises staff members on their leave entitlements and, when needed, acts as senior time administrator in Umoja; corrects staff members’ leave records if necessary. Monitors the payroll validation report, alerts the Human resources officer in case of issue and proposes corrective action. Focal point for the role mapping of staff members in Umoja.

Trains and provides supervision to new and lower-level staff in the unit and for administration focal point in the Regional Offices and Branches within UNDRR.

Classification and talent sourcing: When required, prepares and reviews classification requests to be submitted to UNOG and follow up accordingly. Provides advice and answers general queries on classification procedures and processes. Assists and advises hiring managers with the preparation of vacancy announcements, the review of applications, and the scheduling of written assessment and interviews. Serves as ex-officio in interviews, prepares, reviews and presents cases to the central review bodies. Supervises and coordinates with UNOG the onboarding of new staff members. Liaises with DESA on the recruitment of junior professional officers (JPOs).

Performance management and staff development: Assists in the development of career development programme. Assists in the organization and conduct of training courses and workshops when needed. Assists in the monitoring of UNDRR compliance with performance management; brings any concern to the attention of the Human Resources Officer and proposes corrective action, as needed.

Serves as back up to the other Human Resources Assistant in the unit as needed. Performs other duties as required.

Education High school diploma or equivalent is required.

Job - Specific Qualification A certification in human resources is desirable.

Work Experience A minimum of ten (10) years of progressively responsible experience in human resources management or related area is required.

At least five (5) years of experience at the United Nations or similar international organization is required.

Experience in Enterprise Resources Planning (ERP) systems such as Umoja or similar is desirable.

Experience in PeopleSoft platform such as inspira or similar is desirable.

Experience as a recruiter is desirable.

Experience in processing consultant and individual contractors contract is desirable.

Experience in extracting and/or designing complex HR reports is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
